Job overview

University Hospital Tees is looking to recruit three General Managers across two Clinical Service Units. One General Manager will be recruited in Trauma & Orthopaedics, Reconstructive and Plastic Surgery, ENT & OMFS, Dermatology and Ophthalmology. There are two General Manager posts in the Neurosciences Services CSU.

The General Manager will support the directorates in developing a culture of high performance, ownership and accountability where safety, quality and excellence in patient outcome and experience is consistently delivered, in line with not only national and locally agreed standards but also the higher standards of performance the Trust sets itself.

The General Manager will support the Management team in providing professional management and leadership to the Directorate(s), working with the various teams to develop and implement strategic and operational plans aligned to the overall Clinical Service strategy.

To support the clinical services management team in providing leadership and accountable for delivery of delegated tasks, services and other areas of responsibility, including development of the services within the Directorate and to ensure high quality patient care is delivered within available resources and in line with the Trusts overarching strategic objectives.

Main duties of the job

Supporting the Senior Managers in operational management of the services that form the Clinical service, undertaking delegated tasks and responsibilities including:

Working in partnership with the Managers and lead clinicians to ensure effective and efficient management of the services within the Directorate to meet access targets within the resources available.

Ensuring the services within the Directorate fulfil their agreed objectives and quality standards.

Reporting outcomes and progress towards all goals and objectives to the Clinical Service Management Team.

Representing the Directorates or its constituent services at Clinical Service Meetings or other forums as delegated by the Senior Manager.

Monitoring and implementing Clinical Governance systems.

Assisting in the management and planning capacity and financial budgets.

Responsible for delegated budgets in designated areas.

Assisting in the production of Business Cases for service development and secure funding to support the strategic plan of the clinical service and to improve the services provided.

The post holder will actively monitor, analyse, interpret information and data, make recommendations and initiate implementation of service change and re-design across the whole Clinical Service.

Essential criteria

1. Degree/Diploma in relevant area or equivalent demonstrable experience
2. Postgrad diploma in leadership qualification or equivalent demonstrable experience
3. Relevant Masters Level Qualification or equivalent demonstrable experience

4. Demonstrable experience in management, including direct line management responsibility
5. Experience and evidence of creative strategic thinking
6. Experience of successfully managing significant change/project management.
7. Substantial and relevant management experience, including line management in an operational role.
8. Demonstrate achievements in managing and meeting targets through finance and commissioning frameworks.

Knowledge & Skills

Essential criteria

9. Evidence of a sound understanding in operational management, lean manufacturing, six sigma etc. or comparable service improvement methodologies. A strong knowledge of change and project management processes.
10. Comprehensive knowledge of financial and commissioning framework and experience of workforce and capacity planning. Knowledge of budgetary planning and cost improvement planning processes.
