The HR & Compliance Manager is responsible for the strategicand operational leadership of the Human Resources and Compliance functionswithin the GP Federation.
Main duties of the job
This role ensures that the organisation operates in accordance with employment legislation, HR policies, CQC regulations, and wider governance requirements. Reporting to the CEO and Operations Manager, the postholder will manage the HR team, oversee organisational compliance and risk within their remit, and act as a key liaison for internal governance assurance processes.
The role requires strong leadership, attention to detail, and the ability to balance daily operational tasks with strategic planning and risk oversight, having accountability for all HR and Compliance issues.

Job responsibilities
HumanResources Responsibilities
Provide leadership and oversight of the HR department, ensuringeffective delivery of HR services across the Federation.
Line manage HR Assistants, providing day-to-day support,supervision, and development through daily team briefings and performancemonitoring.
Ensure consistent implementation and adherence to all HR policiesand processes.
Oversee and monitor the recruitment and onboarding process toensure compliance, efficiency, and completion by HR Assistants.
Manage the HR department inbox, ensuring queries are responded toin a timely and professional manner.
Conduct employee relations procedures, including investigations,grievances, disciplinary processes and sickness management, in line with policyand with support from external HR consultancy (Croner).
Provide guidance and support to HR Assistants on workload andcomplex queries.
Prepare and submit weekly activity and performance reports to theOperations Manager.
Conduct team briefings to communicate updates and priorities.
Escalate complex issues or concerns to the Operations Manager in atimely manner.
ComplianceResponsibilities
Work closely with the Operations Manager to ensure organisationalcompliance across departments, services, and workforce.
Lead preparations for CQC inspections and ensure ongoing readinessby maintaining up-to-date compliance evidence and records.
Manage, maintain, and update the organisational compliance portal(QCS) with accurate and current documentation.
Monitor compliance-related tasks and follow-ups across departmentsto ensure completion and regulatory adherence.
Ensure onboarding and training requirements for compliance arefulfilled during new starter processes.
Carry out regular internal compliance checks and liaise withrelevant departments to close any gaps.
Communicate clearly with departments and services on complianceexpectations and updates to standards.
Take responsibility for HR and Compliance-related governanceprocesses within the department and contribute to wider organisationalgovernance.
Ensure that the Federation meets internal control standards andcontributes to governance reporting as required.
Maintain accurate documentation and audit trails for HR andcompliance activities.
Identify risks within the HR and compliance functions and maintaina departmental risk register.
Regularly review departmental risks, propose mitigationstrategies, and escalate high-risk issues to the Operations Manager.
Participate in governance meetings and contribute to qualityimprovement initiatives.
Support the Federations assurance processes by providing evidenceand reports relevant to HR and compliance.
Promote a culture of accountability, transparency, and continuousimprovement across the HR and compliance functions.

The post holder will be involved in a formal review with theirmanager at least every 12 months. Once performance / training objectives havebeen set, the staff members progress will be reviewed on a regular basis, so thatnew objectives can be agreed and set, to maintain progress in the servicedelivery
The post holder will be expected to take responsibility for theirown professional development and will be supported by the ELA to achievedevelopment opportunities as appropriate.
Confidentiality &Information Governance
Confidentiality is of prime importance. In the normal course ofduties, the post holder will have access to confidential documents andinformation relating to patients, service users, staff, and contractors, aswell as information of a commercially sensitive nature. Such information shouldnot be communicated to anyone, outside or inside, the NHS unless done in thenormal course of carrying out the duties of the post. Disciplinary action willbe considered where a breach of confidence has been established
All information obtained or held during the post-holders periodof employment that relates to the business of the ELA and its service users andemployees will remain the property ofthe ELA. Information may be subject to disclosure under legislation at the Trusts discretion and inline with national rules on exemption
The post holder must maintain high standards of quality incorporate and clinical record keeping ensuring information is always recordedaccurately, appropriately and kept up todate. The post holder must only access information, whether paper, electronicor in other media, which is authorised to them as part of their duties

Qualifications
* High level of IT literacy, including use of HR systems, compliance portals (e.g. QCS), and Microsoft Office.
* CIPD qualification (Level 5 or above).

* Proven HR leadership experience with responsibility for compliance and governance.
* Experience managing grievances, investigations, and employee relations processes.
* Experience in maintaining governance records and contributing to organisational assurance.
* Experience in healthcare or NHS setting.
