Senior / Principal CIL Officer Location: Hertfordshire (Hybrid Working) Contract: 6–12 Month Contract Rate: £40–£60 per hour (Umbrella) depending on experience and level Working Pattern: Full-Time | Weekly Office Attendance Required We are currently working with a Local Authority in Hertfordshire seeking an experienced Senior or Principal CIL Officer to join their Planning and Infrastructure team on an interim basis. This is an excellent opportunity for a CIL professional with strong technical knowledge and local government experience to play a key role in the administration, monitoring and collection of Community Infrastructure Levy (CIL) and developer contributions. The successful candidate will be responsible for ensuring the effective implementation of CIL regulations, managing complex cases, providing expert advice to internal and external stakeholders, and supporting the authority in maximising infrastructure funding opportunities. Key Responsibilities Administer and manage the Community Infrastructure Levy (CIL) process in accordance with current legislation and regulations. Calculate, issue and monitor CIL liabilities, demand notices, surcharges and exemptions. Maintain accurate records and databases relating to CIL and developer contributions. Monitor payments and pursue outstanding debts where necessary. Provide expert advice to planning officers, developers, agents, legal teams and other stakeholders. Prepare reports, correspondence and performance information relating to CIL administration. Support the management and monitoring of Section 106 obligations where required. Ensure compliance with statutory requirements and internal procedures. Contribute to service improvements and process efficiencies within the planning and infrastructure functions. Requirements Proven experience administering Community Infrastructure Levy (CIL) within a Local Authority environment. Strong understanding of CIL legislation, regulations and associated planning processes. Experience managing complex CIL cases and providing technical advice. Knowledge of Section 106 agreements and developer contributions. Excellent organisational skills with the ability to manage competing priorities. Strong communication and stakeholder management skills. Ability to work independently while contributing effectively as part of a wider team. Experience using planning and CIL management systems.
