The role
We are looking for an Analyst to join the NRW2030 Transformation Programme, providing expert financial guidance and support to project and cost centre managers across the organisation.

You will play a vital role in shaping and managing NRWs financial planning and performance, including medium-term budget setting, monitoring and forecasting. Working closely with stakeholders, youll support the identification of efficiencies, risks, and opportunities, and contribute to informed decision-making for both current and future financial years. You will also help ensure that financial controls, structures, and reporting remain accurate and compliant with NRWs financial governance policies.

This role is central to supporting transformational change across NRW, helping to embed financial resilience within our programmes and supporting the delivery of NRWs Corporate Plan and Wellbeing Objectives.

As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

This role works as part of the NRW2030 Management Office, supporting Project and Programme Managers who are delivering one of the most ambitious transformation programmes in the Welsh public sector.

As the organisation responsible for managing Waless natural resources, NRW plays a critical role in protecting and enhancing the environment while supporting the wellbeing of communities and the economy.

Youll be part of a forward-looking team helping to embed change and strengthen the financial foundations that support long-term sustainability and impact across the organisation.

What you will do
Support NRW2030 staff and budget managers throughout the organisation on the management of resources, including the provision of advice, guidance and training.
Supporting cost centre and project managers in establishing expenditure and income plans, where applicable, for medium term financial planning escalating as appropriate to Programme managers, and NRW2030 Manager.
Support the detailed budget setting exercise (for designated area of responsibility). Supporting cost centre and project managers in establishing expenditure and income profiled plans for the financial year.
Monitor financial performance (for designated area of responsibility), providing advice and guidance, as relevant, to Programme Boards, Workforce Planning Groups, Enterprise etc. and identify areas of risk/opportunity. Ensure these are communicated and acted upon appropriately. Escalate where necessary.
Ensure the control and accuracy of financial information held on MyNRW and Reports, including the maintenance of cost centre and project structures.
Advocate compliance with our Financial Scheme of Delegation, identifying and then either resolving or referring issues to the specialists for resolution
Undertake health and safety duties and responsibilities appropriate to the post
Be committed to Natural Resources Wales Equal Opportunities and Diversity Policy, together with an understanding of how it operates within the responsibilities of the post
Be committed to your own development through the effective use of your personal development plan (known as Sgwrs).
Any other reasonable duties requested commensurate with the grade of this role.
Required to take part in incident response activities.

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method .
Accounting Technician qualification or qualified by experience.
Experience working within Finance environment at a technical level.
Knowledge of Managing Welsh Public Money Principles & HMTs Classification of Receipts.
Understand a wide range of our business and environmental activities.
Knowledge and understanding of our Finance Scheme of Delegation with an ability to advise others.

Welsh language level requirements
Essential: Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
