Job Opportunity: Procurement Solicitor – Grade 9
Location: County Hall, Cardiff Council (Remote working available)
Contract: 9 November 2025 – 8 February 2026 (Initial 3-month term, with potential extension)
Hours: Full-time, 37 hours/week (Mon–Fri, 09:00–17:00)
Pay: £50.00/hr PAYE | £65.76/hr Umbrella
IR35 Status: Inside IR35

About the Role
Cardiff Council’s Resources Directorate is seeking a qualified and experienced Procurement Solicitor to join its legal team. This is a vital role supporting the council’s procurement and contract functions, with a strong focus on public sector compliance and governance.
You’ll be working on high-impact projects, advising on procurement law, drafting and amending contracts, and supporting decision-making processes across the council. Remote working is available, and the successful candidate must be ready to start immediately.
Key Responsibilities
* Provide expert legal advice on procurement law, including the Procurement Act and Public Contracts Regulations
* Draft, review, and amend standard and bespoke contracts
* Support governance and decision-making processes within local government
* Use legal case management systems and online legal libraries effectively
* Complete contracts using DocuSign or equivalent software
* Work under pressure to meet tight deadlines
* Collaborate with internal teams and external stakeholders
What We’re Looking For
* Qualified Solicitor with relevant practising certificate
* Strong knowledge of procurement law and public sector contracting
* Experience in local government legal frameworks and governance
* Excellent IT skills (Word, Outlook, Excel, PowerPoint, legal databases)
* Ability to manage files within legal case management systems
* Experience with DocuSign or similar platforms
* Ability to start immediately and work remotely
Desirable Skills
* Knowledge of construction and waste-related legal matters
* Experience with framework agreements and public sector procurement routes
