Description Job Description Are you ready to lead business operations at directorate level and influence strategic outcomes across a complex directorate? The Public Spending Directorate is responsible for driving long-term public value to achieve the priority outcomes for Scotland from public spending and investment. We help Ministers spend money well. Within the Directorate, the Infrastructure & Investment Division provides strategic direction for Scotland’s infrastructure to improve investment decisions. We do this by developing a framework for long-term infrastructure planning, transparent decision making and robust governance processes. Thereby we ensure projects and programmes are value for money and in line with infrastructure priorities. As a Directorate Business manager, you will manage risk, business, and workforce planning processes, supporting the Director and aligning with cross DG systems. This role will focus on maintaining systems and processes to help achieve the Directorate’s objectives. While this role will support the Director for Public Spending, this post sits within the Exchequer Strategy & Business Management Unit, which is a DG wide Business Support Hub. This ultimately allows the business support cohort across the DG to work closely together, providing valuable peer support and share finance, business & programme management skills and knowledge across the team. This is a job share part-time role. Responsibilities Oversee the management of the Director’s inbox and diary (carried out by a PA), prioritising time allocation to ensure efficient and effective management of work and interests, and respond on behalf of the Director when appropriate. Manage and monitor the Directorate staffing/TOC budget, providing advice and support to the Public Spending Director and Deputy Directors; maintain staffing data for HR and Finance; collaborate with the Director Office Manager on budgetary exercises, including the BUD1 Staffing Resource Return. Lead and develop the Directorate Business Plan, Risk Register, and Business Continuity Plan, and monitor their implementation. Manage the SLT Business & Assurance Boards, ensuring agendas, minutes, and action logs are created and updated in a timely manner, and present updates to SLT as required by the ToRs. Develop the Directorate’s Improvement Plan, including L&D, wellbeing, and communications, leading initiatives from the People Survey, developing learning events, and supporting communications activities with the Directorate People Group. Develop and actively monitor/manage high-quality business and management information to inform decision-making and improve Directorate performance, including key business performance indicators, corporate performance on PQs, MACCS cases, FoI responses, and HR performance indicators. Continuously review processes to identify improvements that increase efficiency and effectiveness across teams and services. Provide day-to-day business management support to the Directorate. Line manage a Personal Assistant & Business Support Officer. Lead discrete strategic pieces of work/projects as required by the team leader or director.
