Appointment of Welsh Government Representative Member
of the Governing Council
The Welsh Government is seeking a skilled individual with current or recent experience at a senior level in public, private or voluntary sector organisations to join the four-member Governing Council of the Valuation Tribunal for Wales from early 2026. This position offers an opportunity to make an important contribution to public life in Wales. The ability to act as an effective board member, to think strategically, and to exhibit strong communication and interpersonal skills are important qualities sought in candidates for this appointment.
The Valuation Tribunal for Wales is wholly independent of the Welsh Government, the Valuation Office Agency and Local Authorities and consists of lay members of the public who sit in a voluntary capacity to hear appeals relating to valuations for non-domestic rating purposes, and to valuations and liability for council tax and drainage rates.
The Governing Council of the Valuation Tribunal for Wales was established on 1 July 2010 under provisions in the Valuation Tribunal for Wales (Wales) Regulations 2010. These regulations prescribe that the Governing Council will consist of the President of the Valuation Tribunal in Wales, the Regional Representatives and any person appointed by the Welsh Ministers.
The role of the successful appointee will be to:
* To provide an independent, informed input to the Governing Council of the VTW, bringing an external perspective to its work.
* To contribute at a strategic level on corporate management issues including communications, performance and efficiency.
* Help to ensure that the VTW continues to develop as a modern public sector organisation.
The appointee will spend no more than twelve days a year on Valuation Tribunal for Wales business. The Tribunal meets no more than once a month and meetings are mostly held in Newtown Powys, Mid Wales with occasional meetings held in Newport, South Wales. Members of the Governing Council, including the President, are not employees and serve in a voluntary, unpaid capacity. Travel and other reasonable expenses will be paid including, where appropriate, a loss of earnings allowance.
