We’re looking for a Data Migration Assurance Manager to join our Future NHS Workforce Solution Transformation Programme. Main duties

* Assure the supplier’s strategy, design and implementation of data migration activities across multiple waves, ensuring readiness, compliance and successful delivery.
* Manage data migration strategies and plans, ensuring GDPR compliance, data quality and secure migration from Oracle Enterprise Business Suite to Oracle Human Capital Management platforms, and from third‑party applications to HCM.
* Collaborate with suppliers, user organisations and third parties to ensure readiness and smooth execution.
* Lead assurance activities across planning, execution and post‑migration reviews.
* Lead assurance activities for data reporting across local and national organisations, ensuring integration into a centralised platform based on Microsoft Fabric.
* Manage reporting requirements and contribute to governance boards.
* Matrix‑manage and develop a team of Senior Technical Analysts.
* Support continuous improvement and stakeholder engagement across the programme.
* Coordinate with a permanent role, with migration activities expected to run until 2030.


Person Specification


Qualifications

Essential

* Degree calibre with relevant in‑depth knowledge of the subject matter or relevant experience; evidence of continuous professional development and a foundation‑level qualification in an IT framework such as ITIL, COBIT, TOGAF.

Desirable

* Master’s qualification in a relevant discipline or equivalent experience.
* Enhanced level qualification in an IT framework such as ITIL, COBIT, TOGAF.


Personal Qualities, Knowledge and Skills

Essential

* Ability to influence, persuade and motivate others with confidence and to explain/justify decisions to senior stakeholders.
* Working to common standards for software development, service management, and governance to co‑create conditions for successful implementation.
* Strong understanding and knowledge of operating models, and the ability to interpret highly complex or ambiguous information.
* Knowledge of implementing or working under the ITILv4 framework including detailed knowledge of service management principles.
* Identifying and solving problems, including skills to work effectively with competing priorities.
* Highly developed analytical and problem‑solving skills, capable of interpreting and evaluating complex, multifaceted information, summarising it in a clear and digestible way.

Desirable

* Knowledge of standards relating to digital delivery within the public health sector such as Government Service Standards and technology code of practice.
* User‑centred design principles and practices to shape value‑based product innovation.
* Delivery of incremental and iterative continuous improvement to maximise efficiencies and ROI.


Experience

Essential

* Engaging with public sector procurement professionals to support delivery of procurement activities.
* Interpreting strategy and aligning activities, inputs, outputs, controls and capabilities across service design, delivery and operations.
* Managing contracted suppliers against a KPI and service management/improvement framework.
* Meeting the needs of users across a variety of channels, ensuring the product continues to meet business needs and applying strategic thinking.
* Engaging and building relationships with a range of stakeholders to support business outcomes.
* Working in a fast‑paced, evolving environment and using iterative methods and flexible approaches to enable rapid delivery.

Desirable

* Business and financial planning, prioritisation of spending and other resources based on ROI and strategic intent.
* Managing operational processes of designing and running a product or service throughout its entire lifecycle.
* Working within constraints, and challenging constraints where needed, to maintain compliance.
