Health and Safety Manager

Full-time, Monday to Friday

Location: Swindon

What will you do?

The Health and Safety Manager will support and assist the National HSQ Manager in ensuring that sound Health, Safety and Quality standards are identified, document and fully aligned to the key business drivers whilst ensuring these are understood and complied with throughout sites under their remit and throughout the organisation. You will support and enable the Group to exceed its statutory and contractual obligations in managing all HSQ aspects across a diverse risk landscape.

You will also be responsible for managing your own day to day activities and workload with deliverables and timescales agreed with the National HSQ Manager and the Howard Tenens Ltd (HTL) board, ensuring communications and support towards each relevant site is properly and regularly advised/updated to the relevant Divisional Manager.

Objectives of the role as Health and Safety Manager include, but not limited to:

* This job description is current at the date shown below, but in consultation with you, it is liable to variation by the National HSQ Manager and HTL board to reflect or anticipate changes in or to the job. It is expected the post-holder will, when required, undertake other duties commensurate with the post if required.
* Duties may involve having access to information of a confidential nature that may be covered by the General Data Protection Regulations (GDPR), be commercially sensitive or relate to personal injury claims. In such circumstances confidentiality must always be maintained in accordance with the company's policies. If you are unclear at any time, refer the matter to the National HSQ Manager
* The Health, Safety and Welfare of anyone working within Howard Tenens and those we work with are of vital importance to the company. The board have approved a Health, Safety and Environmental Policy and Statement and the structure of regular meetings will ensure the right resources and training are provided, that people understand their responsibilities for themselves and each other, and that high standards of Health and Safety are delivered, monitored and regularly reviewed
* To assist the National HSQ Manager in the delivery of HSQ initiatives throughout the business, and the management of HSQ generally at sites under their remit
* Undertake all reasonable personal development activities, designed to support you in your role
* Develop a strong working relationship with all levels of employees, and promote a culture of engagement and compliance across site(s) under their remit
* Working closely with your allocated sites and customer base to further develop best practice, reduce incidents, improve efficiency and maintain customer relations
* Support other site Health and Safety Managers, when they are on leave, during sickness or absence
* Ensure management teams for locations under their remit, conduct suitable and sufficient, recorded Health and Safety induction training for all new HTLL employees (including agency workers) and, review these documents to ensure they have been completed correctly
* Ensuring equipment and machinery pre use checks have been conducted by site departments diligently, records kept safely and securely upon completion for a minimum of 3 years
* Chair local monthly HSE committee meetings following the draft agenda, at sites under their remit
* Attend (as required) customer H&S meetings for locations under their remit
* Produce appropriate and accurate minutes from local HSE meetings, display and distribute upon completion
* Assist the National HSQ Manager and activity participate in National HSE Committee meetings
* Ensure operational management teams report incidents (personal injury / MHE damage / lost time / near misses / Safety Observations) directly into the Health and Safety Management System
* Update the Health and Safety Management System monthly with agency hours worked, dates of fire drill and HSE meetings, and anything else as directed by the National HSQ Manager
* Review analytical reports on a regular basis to ensure all site incidents have been correctly recorded
* Diligently conduct (in partnership with site management teams and RoES), quarterly self-compliance checks (H&S inspections) on sites under their remit, checking policies, procedures, safe systems of work, training etc. to ensure they are being properly implemented and adhered to and debrief the site Divisional Manager upon completion of the findings, of corrective actions and timeframes for resolution
* Keeping records of inspection findings and producing written reports that suggest improvements
* Provide coaching, mentoring and support to HSE action owners (site management), and provide authoritative advice on the close out of those actions
* Keeping up to date with new legislation and maintaining a working knowledge of all Health and Safety Executive (HSE) legislation and any developments that affect the employer's industry
* Advising local management on a range of specialist areas, e.g. fire, hazardous substances, manual handling, etc.
* Assist the National HSQ Manager in conducting Fire Risk Assessments (FRA), providing evidence to support the FRA process and ensuring any actions required are communicated to relevant site Divisional Managers and are resolved in a timely manner
* Undertake local risk assessments as required and ensure additional controls on generic and site-specific risk assessments conducted by the National HSQ Manager are actioned, with the help and assistance of site management teams
* Ensure a minimum of 5 manual handling pre-assessment filters are conducted on a quarterly basis by site management teams, reviewed and forward to the National HSQ Manager for analysis
* Help to create and develop both generic and site-specific Safe Systems of Work for all tasks / activities HT conduct
* Ensuring Legionella controls are managed appropriately, and all actions documented accordingly
* Representing the site(s) under their remit, and assisting the National HSQ Manager, when HSE / EHO / Fire Service inspectors visit
* Integrate Health, Safety, Environmental and Quality systems into all operational functions
* Support the National HSQ Manager to identify areas for continuous improvement and work with him to provide input and information to resolve operational Health and Safety problems
* Identify skills gaps (specific focus on H&S policies, SSoW, Toolbox Talks, various safety compliance training etc.) and implement supportive corrective actions to meet these needs to help ensure competency levels are attained and maintained across site(s), under their remit
* Maintain and update site training matrix, informing site departmental management of impending employee training (and expiry / refresher due), and escalate any issues to the site Divisional Manager and the National HSQ Manager, if challenge is met
* Keep training records in a secure, centralised area, in a logical and well organised manner
* Record any HSQ issues raised by maintaining the Site Issue Register to show Continual Improvement
* Identify, manage, and report environmental risks and incidents to the Environmental Consultant and National HSQ Manager
* Implement environmental procedures and guidance to ensure compliance with environmental legislation and best practice
* Provide environmental performance data as required to contribute to group carbon report and initiatives
* Compile reports to inform the National HSQ Manager of internal audit findings, non-conformity, and incident trends to facilitate improvement
* Identify and understand the Health, Safety, Environmental and associated legal requirements that are relevant to the workplace and ensure site management teams comply with these
* Support the site Divisional Manager and their site operational management teams to understand and actively promote issues, regarding Health, Safety and the Environment
* Keep up to date site Health, Safety and Environmental noticeboards
* Assist with the prevention of incidents by raising safety awareness on site(s), under their control
* Assist site management with (and if applicable help to complete), thorough accident investigations and report the findings to the National HSQ Manager in a timely manner, if incidents are RIDDOR reportable or result in lost time
* Ensuring contractor site inductions, safety audits and permit-to work systems are accurately completed, as and when required, by site operational management teams
* Keep a record of all completed contractor questionnaires, along with supporting evidence and ensure these are reviewed on a 12-monthly basis
* Maintain a catalogue of existing safety policies and ensure all employees have been provided with (and signed off), the Employee Summary Policy (Roles and Responsibilities), applicable to their job role
* Maintain detailed records of the above in order to provide accurate statistics that can be used when reviewing the company health and safety policy and systems of work
* Ensure continuous improvement and future development in your own performance
* Ensure robust, open and regular communication with Divisional, Site, Operations, Warehouse and Transport Management/operations building productive relationships which support the management and improvement of HSQ at the relevant location(s)
* Anything else as reasonably defined by the National HSQ Manager

Your CV and experience show:

* Good communication and interpersonal skills – able to train and advise
* Report writing skills
* Demonstrate a passion for Health and Safety
* Able to assess situations and report accordingly
* Meticulous attention to detail and able to meet deadlines
* Hold a current valid driving license and access to a vehicle.
* Effectively influence both internal and external key stakeholders at all levels.
* Ability to adjust to new conditions, challenges, and environments, and to bounce back from setbacks and keep moving forward.
* Minimum 1 - 2 years' experience within a similar Health and Safety role.
