Rate of Pay: £17.38 - £22.16 per hour
Summary:
We are seeking a motivated and detail-oriented Technical Licensing Officer to join Thurrock Councils Selective Licensing Team.
This is a key role supporting the successful delivery and ongoing management of the Selective Licensing Scheme, launching in January 2026. The postholder will assess and process licence applications, ensure compliance with housing legislation, and help improve housing standards across the borough.
You will work closely with landlords, managing agents, tenants, and partner agencies to promote responsible property management and protect residents health and safety.
Responsibilities:
* Assess, process, and determine selective licence applications in accordance with the Housing Act 2004 and relevant local policies.
* Ensure landlords and managing agents meet their legal obligations, advising and guiding them to achieve compliance.
* Maintain an active caseload, ensuring all applications, inspections, and enforcement actions are completed within agreed timescales.
* Use council databases and digital tools confidently to manage cases, update records, and generate reports.
* Communicate effectively with landlords, tenants, letting agents, and internal/external partners to resolve issues and promote understanding of licensing requirements.
Qualifications:
* 5 GCSEs (AC) including English and Maths or equivalent qualification.
Experience:
* Demonstrable experience in housing, environmental health, property licensing, or a related regulatory field.
* Proficiency in using Microsoft Office and digital case management systems.
* Experience managing and prioritising a personal caseload to meet deadlines.
* Experience applying legislation or regulatory frameworks within a housing or compliance environment.
* Experience communicating effectively with members of the public, landlords, and partner agencies.
* Experience maintaining accurate digital records and producing reports.
