Job Details
We are looking for a highly skilled leader who is passionate about improving life chances for all through commitment to leading change and improvement that ensures positive outcomes for children and young people. As an Education Manager in Fife, you will have lead responsibility for specified strategic remit and educational and learning functions within a specified geographical area of Fife, as agreed with Heads of Service, and will provide key support with particular regard to quality assurance, service development, social inclusion and customer care.
The successful candidate will be required to:
1. As a member of the Education Directorate Leadership Team, strategic lead responsibility of Meeting Learners’ Needs within the Directorate Improvement Plan.
2. Provide direction and operational leadership to ensure national guidance and legislation are understood and implemented across the Directorate via the ASL strategy and Directorate Improvement Plan (Meeting Learner’s Needs).
3. Support the Head of Service to monitor the effective use of the overall ASL budget approx. £40 million.
4. Oversee the Quality Assurance of Special Schools, Primary and Secondary Enhanced Provision and the Pupil Support Service.
5. Have lead management responsibility for a group of secondary, primary schools, special schools and early years centres, with a particular focus on improving the quality of learning and teaching, attainment and achievement for all learners.
6. Oversee the networks of support in place to support leaders/staff across the Directorate in meeting learner’s needs, e.g. Special Schools Headteachers, Primary Enhanced Provision HTs, Secondary Enhanced Provision PTs and Secondary DHT (Support/3.1).
7. Lead responsibility for the overview and analysis of current key data to inform decision making regarding resources.
8. Strategic overview of Placing Requests and ASN Tribunals, working with EM’s, QIO’s, Ed Psych Service and HT’s.
9. Provide leadership in partnership with all services to contribute to supporting the implementation of the ‘No Wrong Door’ approach across the Council.
10. Ensure appropriate stakeholder engagement to support participation in progressing and evaluating the key aspects of improvement within the Directorate.
Qualifications, Registration and Skill Requirements
11. High levels of interpersonal and leadership skills.
12. Commitment to professional learning and continuous improvement.
13. Have experience of leading self-evaluation and quality improvement at a high level.
14. Degree or appropriate equivalent qualification.
15. Registration with the General Teaching Council (GTCS).
16. PVG Children Scheme membership required.
As a progressive employer, we offer the opportunity to work in this role as a blended working arrangement with home-working opportunities and office-working as required. While part of the role can be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
