Preamble Commander Maritime Reserve (COMMARRES) commands the Royal Naval and Royal Marine Reserves known collectively as the Maritime Reserve (MR). The purpose of the MR is as set out in the Maritime Reserve Directive Units are fundamental to the delivery of COMMARRES’ output. All posts within Commander Maritime Reserve Headquarters (CMR HQ) are to be occupied by suitably qualified and experienced personnel who have the time and skills to deliver in their specific role. This document provides the Terms of Reference for the SO2/SO3 Royal Naval Reserve. The function of the MR HQ is to set and shape the conditions by which the MR is able to generate and maintain capability at readiness support of the Naval Service. Purpose Primary Purpose. To provide direct support SO1 RNR when advising the Deputy Commander on Unit activity, personnel, operational and governance matters. To act as COMMARRES’s HS&EP subject matter expert, delivering key functions, listed in the Tasks section below, to ensure legal and regulatory compliance by management of COMMARRES’s Safety and Environmental Management Plan (SEMP). Secondary Purposes. Manage the daily aspects of RNR business and provide staff support to the SO1 to facilitate all RNR Unit activity. To support SO1 RNR in providing advice to NCHQ, RF&C and other agencies on RNR matters. To support SO1 RNR in providing support and guidance to Unit COs, XOs and UOOs. To provide advice and guidance to Command and Units and HQ to ensure that HS&EP processes and procedures are followed. To monitor and check safety performance and assurance to COMMARRES, and thus Dir P&T who is then held to account at the Navy Safety and Environment Board. Accountability SO2/SO3 RNR is accountable to: SO1 RNR for daily routine business. SO1 RNR (1RO) and DCMR (2RO) for Appraisal Reporting. Authority SO2/3 RNR is authorised to: Sign routine correspondence, attend meetings and liaise with all relevant authorities in the conduct of their assigned duties. Draft CMRTMs relating to RNR unit or HS&EP matters or as directed by SO1 RNR. When absent, to represent SO1 RNR in matters of direct relevance to pan-RNR issues specifically: Service Complaints/Investigations Death and Injury in Service Naval Regional Headquarters Regional Reserve Forces and Cadet Associations To liaise directly with: RNR Unit Operations Officers, Support Managers, Executive Officers and Commanding Officers. All NCHQ and MOD Directorates, (including Naval Staff, Navy RP, RF&C), Army and RAF Volunteer Reserve and Cadet authorities, other Flag staffs, HM Ships and Establishments. Relevant HS&EP desks within MoD, Navy and outside agencies on matters pertaining to HS&EP matters. Principal Tasks SO2/3 RNR is to: Track and record assurance visit recommendations to RNR units in the HQ assurance tracker and follow-up with units on outstanding actions to take. Manage the MR OneView product ensuring unit profiles are up to date and accessible, and that Unit ASSESSREPs and other management information is available for SMBs and other HQ activity. Be the focal point within the HQ for daily routine business with RNR UOOs and Support Managers. Assist SO1 RNR with the organisation and execution of continuous improvement events for CO, XO, UOO and civil servants. Assist SO1 RNR with management of the MR Marine Safety and Environmental Management System. Lead on the update and promulgation of annual updates to Ship’s Standing Orders across the RNR. To support RNR unit Commands and personnel on the management of incidents and near misses, their reporting through MySafety and organisational learning and lessons identified. Be prepared to deputise for SO1 RNR in their absence. Ensure that CMR 1* SEMP meets the requirements of BRd10, Defence Policy and Regulations for HS&EP. Check the SEMP to ensure it is updated as HS&EP policy evolves. Ensure significant environmental impacts are quantified, monitored and action taken to improve performance. Develop and maintain the organisation’s HS&EP Improvement Plan, including alignment with the Naval Service Safety and Environment Improvement Plan (NSEIP).
