About the Role
Tower Hamlets Council is seeking an experienced Interim Director of Regeneration, Housing Supply & Assets to lead a significant transformation programme, focused on delivering 1,000 new homes per year, as part of an ambitious mayoral vision. This is a key leadership role reporting directly to the Corporate Director of Housing and Regeneration, working across housing supply, capital delivery, real estate, and facilities management.
This appointment comes at a critical time, following the reintegration of Tower Hamlets Homes (ALMO) into the Council and a major directorate restructure aimed at creating a traditional, outcome-focused property development function.
Key Responsibilities

Provide strategic leadership for capital programmes, asset management, and housing regeneration.

Lead the delivery of the Council's ambitious new-build housing programme.
*
Collaborate with the housing supply team to marshal development sites from planning through to delivery.
*
Oversee the Council’s corporate landlord and real estate strategies.
*
Drive delivery of 5 key mayoral capital projects, including extra care housing and community infrastructure.
*
Engage with developers, GLA, and other stakeholders to unlock funding and development opportunities.
*
Ensure rigorous programme governance, risk management, and performance reporting.
Person Specification
We’re looking for an influential leader with:
*
Proven experience in housing and regeneration delivery, ideally within a local authority or registered provider.
*
Strong understanding of both public sector constraints and commercial delivery practices.
*
Significant experience in real estate asset management and/or facilities management.
*
Ability to develop and implement land/property strategies and transformation initiatives.
*
Demonstrated political acumen and experience engaging with senior stakeholders including Mayors, Leaders, and Chief Executives.
*
Track record of driving large-scale capital and housing development programmes to tight deadlines.
Contract Terms
*
Duration: 6 months initially, with potential for extension up to 12 months.
*
Location: Hybrid working – 2 days per week (Wednesdays mandatory onsite).
*
Reporting to: Corporate Director of Housing and Regeneration.
