Senior EHCP Data Service Officer

Pay Rate: £450-£500 Daily Umbrella
Hours: 35 hours a week (Mon-Fri) 9 AM‑5 PM
Duration: Initial 6‑Month Contract
Location: Hybrid – minimum 2 days in the office (Romford Town Hall); some flexibility for remote work.
Description
The Senior EHCP QA and Data Officer supports the Head of SEND and Alternative Provision Service in implementing the EHCP Quality Assurance framework and reporting on SEND and AP performance. The role involves preparing and facilitating case audits and multi‑agency QA activities, producing timely, accurate reports for senior leaders, the public and stakeholders, and championing efficient data management using the service’s case management systems.
Duties and Responsibilities
* Collect, cleanse and analyse data required for statutory returns, FOIs, the SEND Executive Board and other purposes.
* Monitor processes in Liquid Logic from assessment to finalisation, annual reviews, ceasing of plans, mediation.
* Liaise with the Performance Team, Pupil Place Planning Team and other council teams to provide accurate data for the SEND dashboard.
* Assist the Head of Service in monitoring and supporting performance improvement of the Council’s EHCP Quality Assurance Framework and other QA activities.
* Train and support stakeholders and colleagues to use the QA tool.
* Ensure QA reports are available to senior managers for analysis.
* Provide regular feedback on KPI‑related data to team members at meetings and other forums.
Experience
1. Experience managing teams to comply with the Case Management System for EHCPs (SEND Case Officers, business/admin teams).
2. Ideally, experience with Liquid Logic, the borough’s Case Management System.
3. Experience with the EHCP process, Children and Families Act 2014 and the SEND Code of Practice 2015.
Qualifications and Training
* Social Work qualification.
* Management/Leadership qualification – preferable.
