Bid Manager / Estimating Lead – Major Wastewater Programme (Remote, occasional travel to London & Bahrain)


Overview

We are supporting a leading international infrastructure provider delivering a major wastewater treatment and network programme in Bahrain. This is a strategic, high-value project that will significantly enhance water quality, environmental resilience, and community outcomes across the region.


As Bid Manager / Estimating Lead, you will oversee the full lifecycle of tender responses and proposal development, combining strong technical acumen with commercial awareness and leadership in design management and cost estimation. The role can be delivered remotely, with occasional travel to London and Bahrain for key workshops and reviews.


Key Responsibilities

* Lead and coordinate responses to Requests for Proposals (RFPs) and Tenders (RFTs) for major water and wastewater projects.
* Manage and align contributions from multi-disciplinary design, estimating, and commercial teams — ensuring submissions are compliant, competitive, and compelling.
* Oversee design management activities during bid stage to ensure engineering solutions are robust, buildable, and commercially viable.
* Prepare and review cost build-ups and estimates, liaising with suppliers and subcontractors to ensure accuracy and value optimisation.
* Drive the development of executive summaries, methodologies, and bid narratives that clearly communicate project benefits and differentiators.
* Manage deadlines, review cycles, and document presentation (written and visual) to deliver high-quality proposals.
* Conduct Bid/No-Bid assessments and provide strategic recommendations.
* Analyse client feedback and market trends to continuously improve proposal quality and win rate.
* Collaborate closely with business development, technical, and leadership teams to identify new opportunities and strategic partnerships.


Experience & Background

* 8–12 years of experience within the water or wastewater infrastructure sector, ideally in bidding, design management, or estimating roles.
* Proven track record managing multi-million-pound or international bids.
* Strong technical understanding of treatment processes, network systems, and design interfaces.
* Commercially astute, with experience preparing cost estimates and managing risk within tender submissions.
* Confident communicator with excellent written, analytical, and presentation skills.
* Comfortable working across time zones and cultures in a collaborative, matrix environment.


Qualifications & Skills

* Degree in Engineering, Quantity Surveying, or related discipline.
* Advanced competency in Excel and cost management tools.
* Excellent organisation and stakeholder management skills.
* Flexible, proactive, and detail-oriented approach.
* Willingness to travel internationally as required (approx. once per quarter).


Location & Travel

* Remote-first role with occasional travel to London and Bahrain.
