Are you ready to take responsibility of a busy public sector procurement function? We're recruiting on behalf of large team in County Armagh to add a Procurement Officer. As a Procurement Officer, you will be responsible for the management and development of a procurement function, and to provide expert advice to staff at all levels to ensure that all procurement activities. The role: Provide professional procurement services to Libraries NI, offering advice and guidance across a range of contracts, ensuring compliance with legislation, regulations, policies and best practice. Plan, manage and deliver procurement activities, including quotations, tenders, contract awards, supplier management and post-contract evaluation, while maintaining accurate contract registers and records. Support and advise managers and staff on procurement strategies, specifications, bid evaluations and value for money opportunities, including savings and service improvements. Promote and develop the procurement function within Libraries NI, including training and supporting staff involved in devolved purchasing and contributing to joint working arrangements. Prepare reports on procurement activity for internal and external stakeholders, ensuring accuracy and high standards of presentation, and respond to complaints, queries or legal proceedings as required. Contribute to the development and implementation of procurement policies, e-business solutions and IT systems, ensuring sustainability, equality, ethical standards and compliance with UK and EU procurement law. Undertake staff development and training, deputise for senior finance colleagues when required, and carry out other duties within grade, including disposal of assets and participation in relevant meetings. The Person As the successful candidate you will have the following background and experience: Essential: Relevant qualification and experience of working within a procurement role.
