Job overview

The Head of Engineering takes the lead role in ensuring that Capital Department is the centre of engineering expertise for SBUHB and is responsible for ensuring that a range of engineering advice services are available to ensure project compliance and support the strategic objectives of Capital Planning Department. In particular, the Head advises the Health Board on strategic engineering issues together with providing strategic and Capital Project compliance advice and guidance on all Engineering Compliance. The Head is the 2nd most senior post in the Capital Department and therefore operates as a central source of guidance and direction for the other Capital staff within the division.

The postholder will provide full line management accountability for all associated staff and external resources. They will be responsible for the leadership and management of the Health Technical Memorandums design compliance, interpreting policy, legislation and professional standards advising the Health Board on compliance and implementation.

Main duties of the job

Work with Health Board Departments to understand existing engineering requirements and provide solutions in accordance with local needs, local and national policy and strategy.

In addition to all duties the Head also represents the Assistant Director of Strategy and acts as a link between the Capital Department engineering and all other SBUHB Departments/Units advising on Engineering issues including best practice, research and statutory compliance.

Provide highly complex engineering advice and guidance to staff at all levels within SBUHB Health Board and Primary Care including the Health Board development of responses to Welsh Government questions.

To act as delegated budget holder for the Discretionary Capital Budgets from the Welsh Government, multi million pound capital projects and support revenue and ensure that expenditure is within agreed budget limits.

Qualifications and Knowledge

Essential criteria

1. Chartered Engineer which requires an accredited Bachelor’s degree with honours in engineering or technology. An appropriate Masters degree accredited by a professional engineering institution, or appropriate further learning to Masters level. A corporate membership of a recognised engineering institution is also essential.
2. A thorough understanding of the impact of the estate upon an organizations ability to deliver corporate objectives.
3. Good leadership and interpersonal skills are essential. Strong communication skills verbal and written to convey complex technical issues to technical, clinical and general audiences.
4. Advanced technical, theoretical and practical knowledge of complex engineering systems.
5. Capable of translating strategic plans into effective workable solutions. Capable of explaining complex technical issues to a non-technical audience.
6. Good communication skills, both orally and written. Literate in IT/Computer skills.
7. In depth knowledge of the strategic agenda to advance operational developments, including a highly developed specialist knowledge of health engineering issues together with considerable experience in these fields
8. Needs to engage in CPD (continuing professional development) in order to maintain knowledge base.

Experience

10. Relevant experience of working in a senior position within an estates environment.
11. Experience of managing staff
12. Significant appropriate experience at a senior management level preferably in the NHS or public sector.
13. Significant appropriate experience working within an engineering environment at a senior level across a broad range of areas.
14. Experience of undertaking financial planning, service developments and developing and implementing strategy.

15. Experience of working at a regional or national level.
16. Experience of producing, national estates policy
17. Experience of working for a quality assured organisation.
18. Knowledge of the estates policy and guidance framework within the NHS in Wales.
19. Understanding of the complex nature of the NHS environment.
