Senior Researcher, Vulnerable Learners and Post 16

About the Vulnerable Learners and Post 16 Team
At age 16, young people in England face a wide range of pathways, including vocational, technical routes, apprenticeships and A‑levels. The team provides robust evidence on funding, attainment, qualification reform and access to higher education, assessing how post‑16 provision prepares people for life and employment. We also analyse outcomes for vulnerable groups across the education system.
The Position
EPI seeks a Senior Researcher to lead priority projects across the post‑16 landscape, supporting work on education pathways, access, skills, and learner outcomes, with a focus on vulnerable learners. The role will also shape and expand EPI’s higher education research programme.
Key Responsibilities
* Conduct quantitative analysis using large administrative datasets
* Develop, test, and collaborate on policy solutions
* Communicate findings to policymakers, the education sector and mainstream media
* Lead project management of research
* Build EPI’s higher‑education research funding stream
* Maintain and develop EPI’s higher‑education network and lead commentary on higher‑education policy
The postholder will develop expertise in matched education and employment outcome data, including Longitudinal Education Outcomes (LEO). The role also carries line‑management responsibility for a researcher and reports to Sam Tuckett, Associate Director for 16–19 education.
Requirements
* Excellent quantitative skills with knowledge of statistical and econometric techniques; a strong numerate degree or equivalent experience
* Ability to build and maintain relationships with external partners, developing networks and sharing knowledge
* Experience leading research projects that produce clear and actionable policy recommendations
* Mentoring and supporting a direct report to build confidence and analytical capability
* Ability to generate innovative ideas to keep the research programme relevant and publicly interesting
* Confident and professional communication skills for drafting reports and explaining research to educators, policymakers, and journalists
* Strong understanding of the UK higher‑education system and research base
* Experience using data analysis software and platforms such as R and GitHub highly desirable
Location
EPI is based in central London on Buckingham Palace Road. Our offices are well connected, only five minutes from Victoria Station. We operate a hybrid model, allowing up to two remote days per week.
