Job Overview In support of the development of clinical services the Betsi Cadwaladr Health Board (BCUHB) have established an extensive capital programme amounting to £10 to £20million a year, split between All-Wales and discretionary capital, for the development of a range of new and refurbished facilities. We are now seeking to strengthen our in-house construction project management team to oversee the delivery of the capital expenditure programme. Working within an area team (based in Wrexham) you will manage a number of capital construction projects, from inception to completion, to ensure they are successful in facilitating the development of services on behalf of the population of north Wales. The role involves working with principal contractors, site operatives, Supervisors/Clerk of Works and construction related specialist consultants. The role includes responsibility for the management and control of contracts, delegated project budgets and the issue of contract certificates and claims. Main duties of the job Support the Head of Capital in the day to day management and development of the Betsi Cadwaladr University Health Board’s (UHB)Capital Assets, providing in-house project management and supervision of capital schemes. Ensure delegated capital projects are delivered in accordance with the UHB’s policies and procedures and meet the defined project deliverables in relation to cost, time and quality. Responsible for safe, efficient and economical design, the management of delegated multi stranded capital projects (concurrently) from inception to completion, the preparation and presentation of feasibility studies, the undertaking of all contract administration duties, and site supervision for UHB capital schemes. Responsible for preparing proposals for agreement, project plans and ensuring all schemes are designed in accordance with national and statutory requirements. Support the commissioning process for schemes. Manage supervisors, contractors, professional construction consultants and outside agencies in the execution of works. Provide specialist estates project advice to Directors, senior managers, other Estates staff and external contractors. Responsible for maintaining and providing all record drawings and maintenance manuals for all UHB properties, for maintaining all technical and legislative information relating to Estates construction and design matters, as required. Detailed Job Description And Main Responsibilities Please refer to the Job Description document for full details of duties and responsibilities which includes: Participate in the delivery of delegated capital projects within the UHB’s Estate Development, in accordance with NHS guidelines. Provide effective project management to ensure that schemes are delivered to the required specification within the agreed cost and time limits. Ensure compliance with all national and local requirements, regulations, policies and guidance (for example NHS Wales Infrastructure Investment Guidance, BCUHB Procedure Manual for Managing Capital Projects (procedure manual), health and safety at work legislation, relevant guidance in respect of the design of hospital buildings, local, statutory and supply authority by-law). Responsible for formulating the project brief, deciding on the extent of the project team, and selecting, vetting, and appointing where appropriate, and briefing professional Construction Consultant Practices as directed. Together with project monitoring and inspection of fee accounts in accordance with the terms of agreement and the UHB’s procedure manual, Standing Orders (S.O.s) and Standing Financial Instructions (S.F.I.s). Project lead and chair meetings in relation to projects, e.g. Project Progress meetings with contractors and hired consultants, and Commissioning Team meetings with users. Liaise with Users to obtain project briefs and provide technical support, together with the preparation of costed option appraisals to support Business Cases for Capital Investment, and formulation of technical room data sheets for User approval. Contribute to the preparation of business cases to support the Estate Strategy, in accordance with national and local guidance. Liaise with UHB Departments to formulate scheme designs in accordance with national and local policies and guidance. Ensure that all projects are delivered efficiently, within delegated budget, on time and to the required quality standard, and to undertake the management and control of all contractual issues, control financial budgets, issue of payment certificates and agree settlements of claims throughout the duration of the scheme. Person specification Qualifications Essential criteria Degree in construction discipline or approved equivalent qualification/experience. Sufficient post graduate work leading towards Corporate membership of a recognised professional institute (i.e. Chartered Registration). Desirable criteria Masters degree. Membership of appropriate professional body (Chartered registration). Evidence of continuing professional development. Experience Essential criteria Extensive, proven experience of managing capital projects or other approved construction related environment. Proven ability in delivering large capital schemes to time, within budget and to user satisfaction. Desirable criteria Experience in the design and specialised construction of hospital premises. Skills Essential criteria Able to communicate effectively, both verbally and in writing, highly complex information to a wide range of audiences, including senior and operational managers. Demonstrate analytical and problem solving and constructive negotiation skills. Competent use of IT and software packages pertinent to the post. Understand and comply with statutory responsibilities. Conversant with the use of site survey equipment for preparation of topographical and level surveys. Desirable criteria Presentation skills. Knowledge Essential Criteria Must have served a formal training associated with the construction industry or approved environment. Able to demonstrate knowledge of building regulations, planning constraints, codes of practice, and contractual requirements. Desirable criteria Knowledge of HTMs, HBNs, ESTATECODE etc. Personal Qualities Essential Criteria Ability to create good working relationships, professional approach, managerial abilities, friendly, motivated, confidant. Able to prioritise work schedules and to deliver under pressure. Ability to challenge data and make decisions. Desirable criteria Able to communicate through the medium of Welsh.
