Overview

Lead the Future of Adult Social Care in North Yorkshire.

North Yorkshire Council is seeking a dynamic and visionary Senior Group Manager (Adults) to join our Health and Adult Services Directorate. This is a pivotal leadership role, responsible for shaping and delivering high-quality adult social care services across the county. You will lead a group of operational managers and oversee services supporting adults with physical disabilities, learning disabilities, and neurodiverse individuals. With a budget responsibility exceeding £50 million, you will drive transformation, ensure compliance, and deliver strategic priorities aligned with our Council Plan and HAS 2030 vision.

What we are looking for

* Extensive experience in adult social care or health systems.
* Strong strategic and operational management skills.
* A track record of delivering results through partnership working.
* Deep understanding of statutory frameworks including the Care Act, Mental Health Act, and CQC regulations.
* A professional qualification in social care or health, or equivalent experience.

Job responsibilities

* Job Context
o The post holder will support the Adult Social Care Leadership Team and undertake a delegated role to support the performance of Health and Adult Services.
o Operationally manage the Council's social care teams supporting adults with physical disabilities, learning disabilities, acquired brain injury, sensory services and preparing for adulthood across the County.
o Lead development of care and support services for adults in line with key partners, providing leadership across health and social care systems to continually improve performance.
o Support strategic service planning to ensure transformation, savings and priorities are delivered in line with the Council Plan and HAS 2030, underpinned by governance framework.
o Collaborate with the Head of Adults to ensure effective services and consistent practice across the County, and work with other Directorates and colleagues.
o Support delivery of Continuous Improvement across Adult Social Care, including key improvement areas.
o Ensure compliance with statutory social care requirements including the Care Act, Mental Health Act, Mental Capacity Act, Health and Social Care Act, and other relevant legislation.
o Hold responsibility for a countywide staff team and for the overall Adult Social Care budget (exceeding £50 million) in line with the Council's Scheme of Delegation.
o Work with Heads of Service to shape direction of services within the health and social care landscape in North Yorkshire, partnering with ICBs, provider collaboratives, social care providers and NHS providers to improve outcomes.


Other requirements

Enhanced DBS clearance is required. This role involves spoken communications, so a confident use of English language is required. Operational working hours will be determined by service and operational requirements.


Job Purpose

The postholder will operationally manage the Council's social care teams supporting adults with physical disabilities, learning disabilities, acquired brain injury, sensory services and preparing for adulthood across the County.


Governance, systems and information

* The postholder will ensure compliance with statutory social care requirements across the County within the specified portfolio, including the Care Act, Mental Health Act, Mental Capacity Act, Health and Social Care Act, and other relevant legislation.
* Budget management: delegated responsibility for a budget, ensuring financial stability and seeking efficiencies where possible.
* Ensure services comply with CQC regulations and NYC policies and procedures.
* Promote independence, wellbeing and a community assets-based approach to social care practice.
* Ensure the safety of vulnerable adults in line with safeguarding procedures and operational guidance.
* Support countywide programmes as part of change and transformation efforts.
* Maintain governance frameworks and performance frameworks for Adult Social Care Services.
* Develop and implement policies and procedures to maintain governance and compliance.
* Promote prevention, independence, wellbeing and a community assets-based approach across the care system.
* Foster robust collaboration between operational managers, practice leads and development officers; build a network among Senior Group Managers.


Resource and Partnerships

* Manage an effective team to deliver on the objectives of the Adult Social Care model while ensuring sustainability under the Care Act.
* Identify resource requirements affected by legislative changes and implement changes to improve efficiency.
* Budget holder responsibilities within the Council's delegation framework; ensure a balanced budget and pursue efficiency targets.
* Provide leadership, supervision, and development to staff in line with Directorate procedures.
* Ensure staff behaviours align with the Council's Behaviour and Skills Framework and other internal standards.
* Identify and develop projects with clear action plans, governance, and approvals.


Strategic Management

* Collaborate with the Head of Adults to implement national legislation, policies and guidance and Council policies.
* Modernise the workforce and business processes in line with transformation; evaluate and apply lessons learned.
* Provide ongoing quality assurance and governance across programmes; establish relationships with strategic partners.
* Ensure HAS policies comply with Care Act requirements and integrated working arrangements; contribute to Service Performance Plan.


Communications and Information

* Provide information in various formats to diverse audiences; negotiate and influence others; represent the Directorate in inter/intra-agency meetings.
* Use IT information and statistics to illustrate transformational progress and inform decision making.
