The Building Control environment is rapidly changing and evolving in a post Grenfell World. To help shape the service of the future, gain experience, and provide continuity you will be working alongside the current Building Control Manager who will support the successful candidate. We are looking for a seasoned building control practitioner capable of taking the service forward in the future. Your task will be to develop and manage the Building Control Service in partnership with the current manager and senior colleagues.
You will need to be forward thinking, driven and creative, capable of developing and delivering the service of the future, looking for better and smarter ways to work ensuring that the service delivers on the impending regulatory requirements and outcomes of the Building Safety Act whilst maximising opportunities for income generation and ensuring that the service is the provider of choice in the open market building control world.
Main duties of the job
Your main challenge and opportunity to shine will be to balance the competing demands of the Council’s strategic aspirations, regulatory changes, competency requirements, community concerns and environmental constraints whilst delivering a high-quality service ensuring that places are safe and meet regulatory requirements.
This role will require you to develop strong relationships with colleagues in the wider building control world, through the national Local Authority Building Control network and West Yorkshire collaboration and ensure that the service is up to date with the latest developments and requirements that will follow through the Building Safety Regulator and their new role in overseeing building control.
You will advise and direct the head of service on critical actions and implications of changes in primary legislation affecting the safety of sports grounds and safety of large outdoor events through collaboration of the safety advisory group.
Job responsibilities
It is essential that candidates are registered with the building safety regulator at Class 3/4.
The Building Control service delivers two main streams of work, one dealing with Building Regulations and the other Public Safety. The Building Regulation work stream will mainly cover promoting minimum standards in construction through checking applications, inspections and enforcement; the Public Safety area covers general public/health and safety linked issues in the built environment such as dangerous structures, demolitions, fire safety in council and other premises, sports grounds and events and other miscellaneous activities. Team work is the key to success whilst delivering the regulatory and commercial services of Building Control. The Building Control team and this post in particular will have a significant role in delivering the Council’s requirements for the Building Safety Standards.
Interaction and representing the council in the wider LABC network is required and will ensure that the service is fully conversant with the latest pressures and that consistent and appropriate policies and requirements are implemented in line with the wider national network.

* Provide expert technical support and advice to Directors, Council Cabinet.
* Technically excellent to latest competency requirement levels e.g., LABC level 6 competency in associated areas, SASG and Other Public Events, Managing Legislative Compliance, Fire Safety in Complex Buildings and have a Class 3/4 as a registered building inspector.
* Proactively contribute to partnership projects to meet corporate priorities.
* Ensure staff are supported and valued through effective supervision and performance management. The development of staff is encouraged, and they are provided with appropriate opportunities to develop their competence, capacity and broaden their experience.
* Services are developed, delivered, and effectively managed within budget to the required high standards.
* Shaping and delivery of council regulatory services to secure maximum impact for the economy and our local community.

Person Specification
Experience
* Extensive experience in Building Control management particularly in connection with major development proposals.
* In depth and extensive knowledge in the latest Building Regulation policy, requirements, guidance, and procedures.
* Experienced at working in a sensitive political environment.
* Experience of major or complex development proposals; their management and how to negotiate key outcomes.
* Extensive knowledge of Health and Safety and fire regulations.
* Use of relevant IT systems.
Qualifications
* A professional qualification in a relevant field MRICS/CABE/IFE.
* Be registered with the building safety regulator at Class 3/4.
* LABC level 6 competency in associated areas.
* Accepts this post is politically restricted.
£57,457 to £58,462 a year. Additional retention pay £4000pa (to be reviewed in 6 months).
