The Project Manager plays a pivotal role in supporting the strategic and operational delivery of the Lancashire and South Cumbria Vaccination Programme. Key responsibilities include:
* Leading and managing vaccination-related projects across the ICS footprint.
* Developing and maintaining project plans, documentation, and governance structures.
* Coordinating with senior leaders, ICB partners, provider organisations, and clinical teams.
* Identifying and mitigating risks, managing change, and ensuring alignment with national and local policies.
* Supporting performance monitoring through KPIs, audits, and reporting.
* Driving transformation workstreams and contributing to system-wide boards and strategic initiatives.
The role demands strong project management expertise, effective stakeholder engagement, and the ability to navigate complex healthcare environments. It also includes flexibility to support other areas beyond vaccination if required.
Main duties of the job
1. Project Management
o Lead and manage one or more transformation projects within the vaccination programme.
o Set up and plan projects, including forming steering groups and project teams.
o Develop and maintain project documentation using recognised methodologies.
2. Governance and Reporting
o Ensure project reporting aligns with the vaccination programme’s governance framework.
o Escalate project exceptions to the steering group.
o Produce reports, surveys, and audits to support programme delivery.
3. Stakeholder Engagement and Communication
o Maintain effective communication with all stakeholders.
o Deliver presentations and updates to varied audiences.
o Coordinate with ICB, provider organisations, and clinical teams.
4. Risk and Change Management
o Identify and manage risks and issues, maintaining registers and mitigation plans.
o Lead change management processes, including staff engagement and operational adjustments.
o Conduct post-implementation benefit realisation studies.
5. Strategic and Policy Alignment
o Interpret and apply national and local policy to project work.
o Contribute to strategic boards and transformation workstreams.
o Support the development of agreements and performance indicators between partners.
6. Performance Monitoring
o Support the development and implementation of Key Performance Indicators (KPIs).
o Monitor delivery against targets and produce management reports.
o Provide supporting information to explain performance trends.

Main Purpose of the Job:

Education/ Qualifications
Essential criteria
* Relevant Degree level Qualification and or relevant working experience.
* Effectively utilise a range of IT office systems including MS Project, PowerPoint, Word, spreadsheets and web browser technologies.
Desirable criteria
* Recognisable management qualification desirable e.g. Diploma PRINCE 2 qualification or equivalent

* Knowledge and experience of project and change management.
Experience
Essential criteria
* Extensive experience on managing improvements and projects / programmes in the NHS environment. Engaging clinical staff, patients and other key stakeholders in collaborative projects.
* Experience of developing systems to allow reporting against project milestones and benefits
* Experience of working at a band six or above in the NHS or currently operating at a band six or above.
Desirable criteria
* Primary Care, Health and Social Care and Local Authority Public Health experience.
