Description Grade: 8 Salary: £50,088 - £54,879 Closing Date: Sunday 27th July 2025 23:59 This role is within the Strategy, Policy & International Team who support and deliver across four thematic teams: Training; Capabilities; Operations; and Performance & Development, to support, strengthen and assure the police response to CBRN Terrorism. This is a critical function so we are looking for a suitably experienced and qualified individual to manage a small team of subject matter experts. You will be based at the National CBRN Centre, which is situated at the modern College of Policing site in Ryton, near to Coventry. Working Monday to Friday between 8am to 6pm, but an element of flexibility is necessary to meet business needs including national travel for work functions. The role As part of the CBRN leadership team the primary function of this role is to support the Protect & Prepare senior responsible Officer for CBRN in developing and delivering guidance and policy, and maintaining and enhancing the CBRN specific International portfolio. The role includes supporting and influencing government departments and agencies, emergency services, the national Counter Terrorism Policing (CTP) network and industry. The role will require hybrid working within Homeland Security Group and Home Office, with the responsibility for co-ordinating tri-service policy development and representation including attendance at CBR Incident Cell (CBRIC) when needed. Secondary functions of the role are strategic event organisation, income generation, research and development projects, performance management, quality assurance and promotion of equality, diversity and human rights in the workplace. The role includes line management of the Policy & Guidance Manager. All NCBRNC Managers are required to undertake the Duty Manager function, this includes 24/7 on call responsibilities to support a response to international, national and local CBRN incidents. Responsibilities Ownership for delivering multiple national and international projects, with complex and competing priorities. Leadership of Project managers and Analysts to ensure necessary data and support is secured to deliver portfolio objectives, whilst prioritising their wellbeing. Partnership working in particular with other national and international organisations to determine, set and deliver against bespoke objectives. Communicating, negotiating and influencing at all levels of command and management structures. Organise, host and present at conference, lecture and panel events to internal, partner and public audiences. Coordinate delivery of the CTP CBRN International Strategy, securing travel authorities and reporting progress accordingly. Deputise for the NCBRNC Senior Leadership Team - (Head and Deputy Head) including representation at national strategic CT, partnership, military and cross government meetings. Work with the Homeland Security Group developing and maintaining a CBRN framework to improve policies, strategies and programmes. Deliver prioritised annual income generation plans, budget builds and exploitation plan in line with the International portfolio. Represent CTPHQ at strategic meetings. Tracking and developing clear reporting of progress against business plans on a quarterly basis, aligned to strategic priorities and performance. Lead and support a number of networks to ensure the CBRN community is informed, and co-ordinate educational and academic research. Build relationships and work flexibly to embed awareness and ensure consistent ways of working and high-quality outputs across networks. Be a key member of the CTP CBRN management on-call rota. Updating and responding to Home Office and wider government requests on operational information as part NCBRNC on call rota, and in response to any incident as part of the crisis management response. Attend and represent at local and national command meetings as a CBRN subject matter expert to support the incident response to a CBRN event. Represent CBRN and CTP on various relevant Police, Government and Industry working groups/committees. Lead performance improvement and business development work-streams to drive change, improvement and innovation. Produce high quality written reports, business cases, presentations and oral briefings. Develop and maintain specific programmes or project management products putting them in place. Actively managing project governance, plans, risk and issue registers, tracking and monitoring updates, managing escalations and effective change controls. Enthusiastic, diplomatic and calm under pressure, whilst maintaining a high standard of work. Knowledge and experience of CBRN and in particular CT Protect & Prepare. Proven CBRN Incident command (preferably accredited Operational/Tactical/ Strategic CBN Command). Consultancy Skills. Ability to work under minimal supervision. Good facilitation skills, with the ability to elicit information and agreement from audiences of varying backgrounds. Hold a UK Diving Licence. Skilled in the use of Microsoft office. Desirable Experience of working across and managing multi-agency, multi-disciplined teams. Knowledge of National Emergency Services’ CBRN capabilities, structures and planning processes. Experience of project working and prepared to work towards a PRINCE 2 foundation certificate or equivalent. Command experience (Operational and Tactical), post holder would be expected to develop towards these qualifications if not already achieved.
