North Tyneside Council is recruiting a Capital Programme Officer to assist in the development and implementation of the Council’s Capital Investment Strategy and the delivery of capital programmes, both internally and externally funded.
Responsibilities
* Develop and deliver effective project management in the implementation of capital programmes.
* Coordinate small to large teams, including specialist posts, and ensure regular two-way communication and engagement with teams.
* Provide customer service excellence while effectively managing demand for services.
* Use appropriate communication methods to deliver project and corporate information.
* Account for a large budget or be responsible for small to medium budgets.
* Apply field knowledge to determine solutions to problems within own service area and within the wider Design, Property & Construction team.
* Contribute to the development of medium to longer-term investment plans.
* Ensure effective liaison between service users, service managers, design teams, educational and technical experts to agree design briefs and monitor progress.
* Develop, implement and monitor quality assurance procedures, effective client consultation and involvement across investment programmes.
* Take a proactive approach to self-development and maintain up-to-date working knowledge of best practice in the area of work.
* Embrace opportunities for change and encourage new ways of working, including the use of technology.
* Interact with others to develop, influence or change behaviour to ensure that all project team members work to the Council’s values and expected competency levels.
* Co‑ordinate and support multidisciplinary team to manage and deliver construction and development activity, including modernisation, refurbishment, and compliance, across the service.
* Support preparation and delivery of a range of projects that make up the Investment plan from inception to completion.
* Coordinate internal resources, third‑party contractors, and technical partners for flawless execution.
* Ensure that all projects are delivered on time, within scope and within budget.
* Develop project scopes and objectives, involving design and delivery teams to ensure end‑user requirements are achieved.
* Develop a detailed project plan to track project performance.
* Use verification techniques and formal contract documentation to manage changes in scope, schedule and cost.
* Develop appropriate KPIs and measure project performance using suitable systems, tools and techniques.
* Manage the risk register for a project and perform risk management to minimise project risks.
* Establish and maintain relationships with all members/organisations of the project team.
* Create and maintain comprehensive project documents.
Qualifications & Experience
The successful candidate will have proven experience in managing construction projects, ability to coordinate multidisciplinary teams, knowledge of investment plan delivery, budgeting, risk management, and strong communication skills.
