Derbyshire County Council is seeking a dynamic and experienced Learning and Development Officer to support the Derbyshire Resilience Partnership. This is a new role, providing you with the opportunity to really make this role your own and make your mark on to join our team. This is an exciting time to be joining us - We have a big agenda and lots to do to drive forward the delivery of strategies and objectives of the Derbyshire Resilience Partnership (DRP).
In this role, you will work closely with colleagues across the agencies that form the Derbyshire Resilience Partnership to develop a learning and development improvement plan to ensure that emergency responders working together at the operational, tactical and strategic levels can demonstrate that they are fully experienced and empowered to undertake their roles during a major incident or crisis.
Key responsibilities of this role are:
* Define, produce and maintain a competence standard for emergency response officers, drawing on national guidance such as the National Operating Standards (NOS) for Civil Contingencies and best practice in other Local Resilience Forum areas.
* Work with each organisation within the DRP via the Training and Exercising Subgroup to identify their individual gaps in achieving these standards (Training Needs Analysis).
* Work with each organisation to identify the number of tactical and strategic commanders (and deputies) required to support an ongoing Strategic or Tactical Coordinating Group.
* Facilitate face-to-face training, exercise and debrief opportunities to develop relationships across the DRP – building on the experience through Covid and other recent emergencies.
* Develop robust assurance systems to enable the DRP Executive Board to monitor progress, competence level and hold each other to account for the competence for their cohort of trained staff.
We are looking for someone :
Qualified to level 4 or equivalent qualification and relevant experience or significant practical experience acquired through a combination of training and working in a relevant area; demonstrating development through a series of progressively more demanding roles.
* Experience of providing Learning and Development support and advisory services within a complex environment.
* Authoritative knowledge of the specialist work practices/professional guidelines relevant to Learning and Development and/or Civil Contingencies.
* Awareness of the current and future priorities of the national Resilience/Civil Contingencies agenda.
* Shows flexibility in thinking and is always open to new ideas and approaches and continually keeps up to speed on market developments and trends.

This role is contractually based in Matlock, Derbyshire, but flexible/hybrid working options are available. There’ll be an opportunity to discuss future working arrangements at interview.
