The salary for this role is £87,561 - £98,431 per annum, working 36 hours per week.
We are recruiting an Assistant Director for Highways Network Management, a key senior leadership role within our Highways, Transport and Network Management Service, reporting to the Director. You will lead on the development, implementation and effective delivery of a range of network management strategies and delivery programmes to comply with legislation and minimise/mitigate congestion to support the delivery of future transport, economic growth and the Surrey Transport Plan.
You will also need to collaborate with the Local Government Reorganisation (LGR) Place workstream to ensure a safe transition for Vesting Day (1st April 2027) when Surrey County Council will stop and there will be new authorities in place.
In this role you will need to travel around the County and sometimes out of the County to meet with your colleagues, services and other partners. Our hybrid working arrangements mean that outside of the times you are required to physically attend a Surrey location, you can work from wherever suits you.
About the Role
To succeed in the role of Assistant Director of Network Management, you will need to be dynamic and results-driven. You will lead from the front and deliver quick results. This is a key leadership position within our senior management team, where you will drive operational excellence, deliver effective change, and ensure the timely and effective fulfilment of our network management duties.
As Assistant Director, you will lead experienced teams delivering a wide range of activities, including:
1. Streetworks legislative duties, including the Surrey Permit and Surrey Lane Rental Schemes
2. Management and implementation of on-street parking restrictions and enforcement
3. Further roll-out and enforcement of Moving Traffic Enforcement sites to help tackle congestion
4. Management of all permanent and temporary Traffic Regulation Orders
5. Delivery and maintenance of Traffic Systems highway assets
6. Delivery of network and event management functions
You will work closely with teams across the Place Directorate to support the delivery of all activity taking place on the network by our own services, utility companies, and other works promoters. Our network is one of the busiest and most congested in the country and minimising the impact on residents and businesses is a key consideration.
You will lead your teams in ensuring the most effective use of tools such as Lane Rental, Parking Management, and Moving Traffic Enforcement, and to ensure the best optimisation of Traffic Systems. Innovation, agility, and efficiency must be embedded in their delivery.
Your service operates in an environment with significant political engagement and regular contact with Cabinet Members and County Councillors.
You will be expected to embrace excellent customer service in your approach, ensuring that you and your teams put the customer at the heart of everything you do.
A key part of this role will also involve adapting the service in line with best practice, technological advancements, and funding opportunities, while helping to shape the team in readiness for Local Government Reorganisation as more is understood about the potential impacts for Surrey.
The role also requires significant involvement and engagement with external partners and organisations such as the Department for Transport, the Highway Authorities and Utilities Committee (HAUC UK), and the Transport Technology Forum (TTF).
