Job Overview

This is a 3‑month secondment to meet the needs of the service. Applications are only accepted from staff currently employed by Betsi Cadwaladr University Health Board, and candidates must obtain permission from their current line manager prior to applying. The post holder will be responsible for all aspects of the day‑to‑day operational delivery of clinical services on the hospital site, reporting to the IHC Operations Director. The role requires alignment of the hospital’s services with the Integrated Health Community’s overall plan to ensure safe, high quality, and cost‑effective care. Key drivers for success are attainment of national and local access and quality standards, robust financial management, and the development of services to ensure their long‑term sustainability for the local population. Welsh language speaking is desirable but Welsh and/or English speakers are equally welcome.


Main duties of the job

The Acute Site Operations Director coordinates the day‑to‑day running of the hospital, supported by two Associate Medical Directors, an Associate Director of Nursing and the Directorate Triumvirates (Directorate General Manager, Clinical Director and Head of Nursing). The highest priority is ensuring safe and timely care for patients and service users, whether presenting via a planned or unscheduled care pathway. Through the line management of the Directorate General Managers, the post holder develops service and improvement plans, sets key performance and activity targets, and embeds robust and consistent financial and people management processes. The post holder works with senior colleagues on site to ensure that all services are delivered to the highest standards and that governance systems and processes are in place and adhered to. Strong visible leadership and systems to receive and act upon concerns from patients, staff and stakeholders are also required.

Detailed Job Description And Main Responsibilities

The post holder participates in the regular IHC Accountability Review with each Directorate team, ensuring that effective systems oversee integrated governance and risk management, and that all Directorates work proactively with the IHC Local Delivery Groups covering Quality & Safety, Transformation, People & Culture and Finance, Performance & Planning. The post holder is highly adept at analysing complex facts, interpreting options, and making far‑reaching decisions. They analyse delivery across all business areas in relation to performance targets and strategic objectives, develop strategies and business plans, and maintain professional standards as an ambassador of the organisation. The role also includes participation in the Health Board’s Silver on Call and System Lead rotas, and acting as a driver for equality, diversity and inclusion within the IHC, ensuring all legal requirements are met.

Qualifications

* Masters qualification or equivalent level of knowledge, training or experience across a broad range of disciplines (business, finance, HR, or clinical).
* Additional in‑depth professional knowledge in disciplines such as financial management, performance management, information systems, and staff management, acquired through training and experience.
* Evidence of appropriate professional and personal development in the last two years.


Desirable qualifications

* Leadership/Management qualification.
* Clinical qualification.


Experience

* Senior level experience in a large service organisation, with an emphasis on leadership.
* A strong and demonstrable record of achievement in operational management.
* A strong and demonstrable track record of promoting and delivering quality and productivity benefits.
* Post as a senior Manager in a large provider organisation.
* Track record of achievement of objectives.
* Evidence of robust financial and other resource management.
* Experience of embedding robust clinical and corporate systems at local level.
* Experience leading and implementing change.


Desirable experience

* Previous health care experience in a large organisation.


Knowledge

* A thorough understanding of the principles and techniques of process redesign and improvement.
* Knowledge of project management techniques.
* Understanding of developing and implementing integrated performance management systems.
* Understanding of the concepts and practices of integrated service planning in a complex organisation.
* Extensive managerial credibility and experience.
* Excellent interpersonal, presentation, and negotiation skills.
* Evidence of effective working relationships and leadership.
* Highly developed problem‑solving skills.
* Financially astute and business aware.
* Competent with basic IT skills (word processing, spreadsheets, etc.).
* Good verbal and report‑writing skills.

* Demonstrable understanding of the structure and framework of NHS Wales.
