Job Summary
The Head of Digital Delivery Management and Business Analysis will oversee the planning, coordination and delivery of critical digital projects and programme delivery, ensuring alignment with organisational objectives. This role demands strong leadership, analytical expertise and an ability to manage complex change initiatives across the organisation.
Directorate Overview
The Digital & Data Services (DDS) directorate is at the heart of CCS’s digital transformation journey, responsible for delivering modern, efficient and user‑centred digital services that support over 30bn of public sector procurement annually. We are building a world‑class digital capability that will revolutionise how the public sector buys common goods and services.
Team Summary
You will be joining the team responsible for ensuring digital projects, products and services have the right level of capability and capacity to deliver effectively and efficiently.
Key Accountabilities
* Lead and develop the Digital Delivery Management and Business Analysis functions, fostering a culture of excellence and continuous improvement.
* Build and lead the community of practice, developing capability and excellence in delivery management and business analysis.
* Develop and execute strategies for end‑to‑end delivery of IT projects and programmes, ensuring they are completed on time, within scope and within budget.
* Act as a key stakeholder liaison, coordinating with senior management to align digital projects with organisational goals.
* Develop and maintain digital delivery management frameworks, methodologies and standards, including agile and lean practices.
* Monitor and report on delivery progress, risks and issues, ensuring effective mitigation and resolution.
* Promote best practices in business analysis, including requirement gathering, process optimisation and stakeholder engagement.
* Contribute to business case development and drive the realisation of benefits and value from digital change initiatives.
* Manage resource planning, capacity and utilisation across multiple digital projects to promote effective cross‑functional delivery.
* Experiment with new and innovative ways of working to enhance delivery across the enterprise and generate successful outcomes.
Essential Criteria (to be assessed at application stage)
* Strong track record in digital and non‑digital stakeholder management / engagement with the ability to resolve conflicts and issues.
* Experience driving digital transformation and IT solution delivery.
* Extensive experience leading IT delivery management teams, managing complex IT projects and programmes.
* Deep understanding of IT project methodologies, including Agile, Prince2 or similar frameworks.
* Relevant certification such as Prince2, PMP, Scrum, Agile, Business Analysis.

Assessment
Shortlisted candidates will participate in an alternative leadership assessment, designed to support the panel’s decision‑making.
