The People Analytics and Insight (PAI) team was formed specifically to bring a different way of operating to HR, to facilitate a data and evidence driven approach, leading to improved decision making and outcomes.


About the Team

The PAI team mission is to ‘To positively influence the engagement and effectiveness of our colleagues, by empowering HMRC to unlock the value of people information & insight, via our expert products & services’.

In your role, you will have the opportunity to lead on delivery work in evaluation and qualitative research. The role will primarily support the team’s evaluation stream of work, playing a key role in our Senior Officer People Analytics community within the team.


Job Description

Understand HMRC’s HR Business need for sound research and analysis to deliver people insight and analytics to enable HMRC to shape its future through evidence-based decision-making.

Interpret user and business needs, ensuring analytical outcomes are aligned with service vision and business strategy.

Lead on projects aligned to furthering HMRC’s Value and Insight-Led agenda, designing and implementing a range of evaluation techniques.

Lead in an agile way on developing and delivering projects including both planning for and conducting full evaluation studies in line with strategic priorities.

* Effectively communicate insights to both technical and non-technical stakeholders, ensuring a clear understanding of the implications to the business.
* Collaborate effectively on projects within diverse and multidisciplinary teams, fostering an innovative environment to achieve shared goals.
* Collaborate and effectively communicate with senior stakeholders to ensure user needs are met and expectations are managed.
* Support and mentor the team to deliver projects and develop their evaluation and qualitative research skills.
* Line Management/mentoring responsibilities of analysts.


Person Specification

We are seeking a proactive and enthusiastic individual with experience in evaluation and in working with a range of data sources to develop a compelling and engaging narrative.

The ideal PAI Officer will be collaborative, decisive and accountable, with the ability to work independently and elevate issues appropriately. The role requires adaptability, innovative approaches and the confidence to challenge others, with skill in building effective collaborative relationships with diverse stakeholders, including senior managers. The successful applicant will be adept at navigating challenges to ensure project success in a dynamic environment.

Applicants must have recent experience of working in an analytical field with evaluation responsibilities.

* Demonstrable experience in leading the scoping and delivery of evaluation, including theory‑based evaluation, evaluation frameworks, Theory of Change models and Key Performance Indicators (KPIs).
* Experience in undertaking process and impact evaluations.
* Experience of designing and delivering projects aligned to strategic priorities.
* Strong project management skills, with a proven ability to manage multiple projects simultaneously, estimate and manage resources, matching skills to task to ensure timely delivery meeting quality standards.
* Ability to understand and interpret stakeholder needs, develop appropriate research questions, and translate findings into actionable insights.
* Knowledge and experience of data storytelling principles to develop a coherent and engaging narrative that helps to influence the audience, enabling them to make evidence‑based decisions.
* Experience in at least two of the following areas:
1. Planning and delivering theory‑based evaluation approaches.
2. Planning and delivering experimental evaluation approaches.
3. Qualitative research design and analysis.
* Experience of evaluation consultancy support and designing and delivering workshops.
* Line management and/or mentoring experience.
* A willingness to take ownership of personal development, setting realistic goals to improve abilities.
* Experience in Value for Money evaluation and/or RCTs
