MAIN PURPOSE OF ROLE
* To perform the role of the Commission Manager, taking responsibility for end‑to‑end service delivery
* To ensure that client objectives are met through the delivery of an effective cost management service
SCOPE
Senior Cost Managers handle commissions of varying sizes, typically within the £10m to £50m range.
KEY ACCOUNTABILITIES
Commission Management
* Coaching junior staff, allocating roles and responsibilities to ensure effective cost management on all projects
* Advising clients on feasibility studies
* Advising clients on their procurement options
* Managing the estimating and cost planning stages, including presenting the final cost plan to the client
* Tendering and procuring, managing the pre‑qualification stage, producing the tender list, preliminaries, tender analysis, tender report and contractual documents using the relevant tools and services (The Hive; eTender Platform)
* Acting as contract administrator, handling post‑contract cost variances and change control processes, referring major changes to the line manager where applicable
* Peer‑reviewing cost allowances and carrying out valuations on larger projects, ensuring timely and accurate cost checking and valuation
* Producing monthly post‑contract cost reports via the Cost Control App and presenting them to the client
* Inputting into value engineering
* Negotiating and agreeing final accounts
* Interfacing with the client, Project Manager and other consultants at all project stages
* Working collaboratively with Turner & Townsend’s project management team during project delivery
* Leading a cost management team where appropriate, ensuring they deliver on all accountabilities
* Utilising the full suite of bespoke digital cost management tools (The Hive: Benchmarking App, CostX, Market Rates App, eTender Platform, Cost Control App)
* Implementing the Embodied Carbon Calculator to produce carbon footprint reports
* Supporting the execution of the NewLeaf strategy
* Managing internal fees, internal job costing and resourcing requirements
Marketing and Business Development
* Identifying opportunities to develop new business with existing clients and reporting them to the appropriate line manager using the marketing database
* Developing and maintaining a professional network of peers and potential clients
* Leading bid submissions
* Identifying ways to improve cost management procedures, templates and products
* Participating in extracurricular activities, external groups, networking and CPD events
Internal Management Accountabilities
* Knowledge management – ensuring key information and learning from each commission is entered into the internal database
* Process improvement – identifying ways to improve internal systems and processes and referring ideas to the appropriate line manager
* Leading the support, development and mentorship of junior staff members
* Managing projects on D365
REPORTING
Depending on context, a Senior Cost Manager is likely to report to an Associate Director, Project Director or Director.
KEY PERFORMANCE INDICATORS
* Commissions are managed to the right quality standards and completed efficiently and on time
* Service delivery on commissions aligns with the conditions of appointment
* Good relationships are developed with clients and members of the cross‑functional team
* Team members work as an effective member of the cost management team, taking responsibility for Assistant Cost Managers and Cost Managers where appropriate
* Opportunities are identified to develop new business with existing clients
* Margin levels are tracked on all commissions
* Key information and data are effectively cascaded and appropriately retained
Qualifications
* Ability to work with autonomy
* Self‑motivated, able to take initiative and deliver to tight deadlines
* Have achieved Chartered Status
* Professional and confident manner
* Highly organised with the ability to prioritise own workload
* Ability to collaborate and build relationships across the business
* Ability to work well under pressure
* Ability to delegate tasks to junior team to assist in their technical development
