The post holder will work closely with the Head of Nursing: Safeguarding to ensure the Health Board (HB) discharges its responsibilities as set out in Section 28 of the Children Act 1989, 2004 and Social Services and Well-Being (Wales) Act 2014. Demonstrate professional leadership and contribute to meeting Health and Care Standards in relation to safeguarding. Working with the Corporate Safeguarding Team, to provide a high level consistent and coordinated approach to Safeguarding practice across the organisation in accordance with local and national guidance and legislation relevant to Safeguarding and will:

Lead on Safeguarding Children and Young People, work with the Named Doctor for Safeguarding and Head of Nursing for leadership within the HB where there are children and young people.

Be part of the Corporate Safeguarding Team providing Specialist advice and support on matters relating to Safeguarding. Providing individual support and supervision for staff who are involved in Safeguarding where there are concerns surrounding actual or suspected neglect or abuse.

Promote good professional /evidence-based practice to Safeguard all persons whilst in the care of Swansea Bay University Health Board. Promoting Children's rights

Participate in the Corporate Safeguarding Teams duty rota.

Actively contribute to the multi-agency Safeguarding Performance Framework and the National Quality Outcomes Framework.

Main duties of the job

Provide representation and/or reports for discharge planning meetings, strategy meetings, case conferences, core groups, Children at Risk, Adults at Risk etc. and to be available to advise and support HB staff.

Will facilitate improved working practices across the HB relating to the protection of children and adults at risk, ensuring they are conforming to current legislation and Regional Safeguarding Board policies.

Required to communicate highly complex information, where barriers to understanding exist in order to ensure that staff are aware of the thresholds for triggering Safeguarding enquiries and that appropriate referrals have been undertaken, and record keeping standards/practice are adhered to in relation to safeguarding.

Work closely with staff in all statutory and voluntary agencies, in order to help develop and deliver high standards of practice to individuals/ families identified as needing additional support and intervention.

Provide and promote safeguarding supervision to staff within linked service group and wider when supervision is requested.

Provide advice that will contribute towards the care and wellbeing of children and adults where concerns regarding abuse have been identified; giving clear guidelines on ensuring their safety and ensuring that safeguarding processes are followed and documented within their care plans, patient records.

Detailed job description and main responsibilities

Planning & Organisation
• Autonomously plan own time ensuring deadlines are met, including the planning, design, development and delivery of an annual training/education programs which reflect up to date practice within the remit of current Safeguarding legislation, national policy & best practice These programs are adjusted in line with organisational and legislative requirements.
• Provide representation and/or reports for discharge planning meetings, strategy meetings, case conferences, core groups, Children at Risk, Adults at Risk etc. and to be available to advise and support HB staff.
Improvement, Monitoring, Policy/Service Development
• Implementing processes to raise staff awareness of children and adults who may be at risk or have safeguarding issues.
• Required to develop safeguarding relevant policies, protocols and standard operating procedures and support implementation across the HB.
• Will facilitate improved working practices across the HB relating to the protection of children and adults at risk, ensuring they are conforming to current legislation and Regional Safeguarding Board policies.
• Promote, monitor and maintain safety and security in the workplace ensuring that the HB Health and Safety policies and procedures are adhered to at all times.
• Adhere to the Data Protection Act 1984 and Freedom of Information Act.
• Working within the children rights framework contribute to and investigate the reporting of complaints, incidents or serious untoward incidents related to the care of a child or adult at risk.
• Participate in ensuring the clinical governance agenda is met in relation to the management of safeguarding.
Communication
• Required to communicate highly complex information, where barriers to understanding exist in order to ensure that staff are aware of the thresholds for triggering Safeguarding enquiries and that appropriate referrals have been undertaken, and record keeping standards/practice are adhered to in relation to safeguarding.
• Ensure incidents are reported in line with HB procedures and assist with enquiries/ investigations where appropriate.
• Work closely with staff in all statutory and voluntary agencies, in order to help develop and deliver high standards of practice to individuals/ families identified as needing additional support and intervention.
• Provide and promote safeguarding supervision to staff within linked service group and wider when supervision is requested.
• Prepare and support staff in their safeguarding role when working with clients by ensuring they receive appropriate supervision and advice/ guidance where needed.
• Contribute to internal reviews and multi-agency Single Unified Safeguarding Reviews including being a panel member/ reviewer/ chair and collating timelines & chronologies. This involves exchanging highly sensitive and contentious information where developed people skills are required.
• Provide advice that will contribute towards the care and wellbeing of children and adults where concerns regarding abuse have been identified; giving clear guidelines on ensuring their safety and ensuring that safeguarding processes are followed and documented within their care plans, patient records.
• Attend and contribute to Multi Agency Professional Abuse and Professional Strategy meetings and contribute to risk assessments concerning staff employed by Swansea Bay UHB.
• Provide specialist advice to a range of professionals across different disciplines on assessing and managing risk where there are concerns about the safety and welfare of children and adults. Providing support and advice to staff, on court processes, preparation of court statements, giving evidence in court and in legal proceedings.
• Actively contribute to the Health Board’s Safeguarding agenda through attendance at appropriate Health Board and multi-agency meetings and support the Head of Nursing: Safeguarding in providing assurance to the Health Boards Strategic Safeguarding Group, Regional Safeguarding Board, National Safeguarding Service sub-groups and other relevant Service Group meetings.
• Maintaining effective communication and collaboration with other agencies to ensure effective multiagency work to safeguard all within the care of SBUHB
• Ensure that the perspective of the individual and the promotion of anti-discriminatory practice are incorporated into all aspects of practice.
• Deliver presentations to large groups across the HB and outside agencies, as necessary to communicate highly complex information to develop the knowledge of individuals and groups on Safeguarding.
Management, Training & Leadership
• Lead within the HB on Safeguarding Children and Young People, work with the Named Doctor for Safeguarding and Head of Nursing, Children’s services, providing support and leadership across the HB where there are children and young people.
• Lead within the organisation in supporting staff within their safeguarding role advising and guiding as required.
• Ensure that arrangements are in place for and provide Safeguarding supervision to all relevant staff involved in providing services where there may be Safeguarding concerns. This frequently involves exposure to highly emotional circumstances.
Finance and Budget
• Support the Head of Nursing: Safeguarding to manage the Safeguarding budget, responsible for monitoring and ensuring that financial balance is achieved.
• Responsible for the security and maintenance of equipment within the working environment.
Digital and Information
• Using computer software, produce management and statistical reports as required, which involves frequent concentration. Provide statistical information on Safeguarding activity within a defined locality as required.
• Collect and analyse data to reflect activity of the corporate safeguarding team. Ensure that Safeguarding activity is documented, and databases are reviewed and updated regularly.

Person specification

Essential Qualifications & Knowledge

Essential criteria

1. NMC registered children’s nurse or relevant qualification such as Health Visiting or school nursing
2. Masters or equivalent experience
3. Excellent speciality knowledge relevant to safeguarding
4. Experience working with Children and Families where there have been identified Safeguarding Concerns.
5. Significant post registration experience with experience of multi-agency, multi professional working.
6. Detailed working knowledge of Wales Safeguarding Procedures and relevant Safeguarding legislation eg: Social Services and Wellbeing Act (Wales) 2014, Violence Against Women Domestic Abuse and Sexual Violence (Wales) Act 2015

Desirable criteria

7. Experienced at facilitating safeguarding supervision
8. Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh
