Portsmouth Water is looking for a Security and Vetting Support Administrator to join the Security team. In this role you will play a vital part in protecting essential water services by ensuring that only trusted, suitable and authorised individuals can access critical sites, systems and sensitive information, in line with the Security and Emergency Measures Direction (SEMD) 2022. By carefully managing who has access, understanding why they need it and ensuring it remains appropriate over time you will safeguard our operations from security risks, particularly insider threats and supply chain vulnerabilities, and maintain the integrity, resilience and security of services that communities rely on every day.
What will you be doing?
Key Responsibilities
* Administer and support personnel security vetting in line with SEMD 2022, including BPSS, CTC and SC checks.
* Maintain a central vetting register and monitor expiry dates, role changes and risk profiles.
* Ensure only appropriately vetted individuals access sensitive sites, assets, systems and information.
* Manage access changes for joiners, movers and leavers, ensuring timely updates and removals.
* Coordinate with internal stakeholders to align physical and logical access controls and liaise with external bodies as required.
* Provide guidance to the business on SEMD personnel security requirements and obligations.
* Support access audits across Critical National Infrastructure (CNI), including control rooms and operational assets.
* Identify and manage insider threat indicators, escalating concerns through appropriate channels.
* Support implementation of security controls such as segregation of duties, dual control and supervision.
* Contribute to personnel risk assessments for sensitive roles.
* Create ID badges and manage vehicle passes.
* Oversee vetting and access compliance for contractors, temporary staff and third parties.
* Ensure third parties meet personnel security, access and information handling standards, acting as a key contact for security assurance queries.
* Protect sensitive information, including infrastructure data and emergency planning materials.
* Support SEMD compliance activities, security incident reporting and post‑incident reviews. Promote security awareness and a security‑conscious culture in line with SEMD and NPSA guidance.
What do you need?
Skills, Qualifications & Competencies
Essential
* Proven experience in personnel or protective security within regulated, high‑risk or critical infrastructure environments, with working knowledge of SEMD 2022 and vetting standards.
* Experience administering pre‑employment checks, security vetting and access controls.
* Must hold or be eligible to obtain Security Check (SC) clearance.
* High integrity, discretion, sound judgement and a calm and measured approach when handling sensitive or potentially concerning information.
* Strong attention to detail, with the ability to identify inconsistencies, risks and maintain high standards of record keeping, audit discipline and document control.
* Ability to interpret and apply policy consistently and proportionately.
* Clear and confident communicator, able to convey security requirements to non‑specialists.
* Strong organisational skills, able to manage competing priorities while maintaining security standards.
* Strong sense of accountability and ownership.
* Experience identifying and protecting Critical National Infrastructure.
* Ability to obtain a UK National Security Vetting standard of Security Check (SC).
Desirable
* Hold a full UK driving licence and be willing to travel across multiple operational sites as required.
* Willingness to participate in an on‑call rota, providing security support outside normal working hours.
* Systems and process experience, including use of access management systems, identity and access management tools, case management or assurance tracking systems.
