Job Description Summary
* Is the sourcing leader and contractual responsible for subcontracting Marshalling Harbour works, heavy lifting, logistics, engineering, products, and their auxiliary components, as well as the services related to this commodity, considering the organization specific requirements and sourcing strategy.
* Leads commercial strategy for the marshalling harbour works and services via suppliers’ selection, monitoring, and frame agreements.
* Researches potential suppliers for this commodity, selecting suppliers based on capabilities, proven track record, adherence to GE methodologies and compliance standards, and adaptation to project requirements.
* Launches necessary assessment of new suppliers and coordinates their capability audits with the PMO Sourcing Fulfilment leader.
* Issues RFQ for this commodity, defines customized contractual and PO requirements for the related project purchase, performs total cost analysis, negotiates prices and commercial conditions with suppliers, prepares basis and recommends awarding decisions for project teams and business representatives to validate.
* Monitors performance progress of suppliers throughout execution contracts and/or Purchase Orders, seeking feedback from the PMO Sourcing Fulfilment leader on evaluation of suppliers regarding works, quality, commercial, EHS performance, and other aspects.
* Leads requests related to this commodity products and services to support PMO‑ITO (Inquiry to Tender) Sourcing Manager and Sales team.
* Additional tasks and responsibilities are defined in the Business process maps and related instructions.
Responsibilities & Accountabilities
* Define specific strategy for the commodity such as make or buy decision, cost‑effective sourcing, cash in/out, basis for escalation formulas, etc.
* Establish the Sourcing Suppliers’ panel for the commodity in collaboration with GE OFFW Marshalling Harbour team, PMO Operations Sourcing manager, PMO Sourcing Fulfilment leader and PMO‑ITO Sourcing manager.
* Organize Requests for Interest (RFI), Requests for Quotation (RFQ) of the commodity and its auxiliary components, ensuring that project costing is backed up by robust supplier offers.
* Forecast commodity sourcing related risks such as hyperinflation or specific country risks, heavy lifting and other auxiliary component availability, market price evolution, suppliers’ specific risks, and other constraints.
* Ensure smooth hand‑over of commodity sourcing scope to the Execution Team (specifically to the PSM – Project Sourcing Manager) at the required project gate review.
* Accountable for the organization’s objectives in quality, costs, and cash‑flow related to the commodity.
* Ensure that all relevant sourcing and subcontracting processes, work instructions and guidelines are followed and compliance with Corporate Instructions, Group Directives, etc.
* Accountable for supplier selection, monitoring, and evaluation together with PMO Sourcing Fulfilment leader, providing feedback from ongoing agreements and execution issues to the GE OFFW Installation & Tools team, PMO Sourcing team and PMO‑ITO Sourcing Manager.
* Has authority to negotiate frame agreements, purchase order conditions within its scope and manage contracts during execution, serving as the point of contact for suppliers on commercial and contractual issues.
Educational Requirements
* Commercial or economical education.
* Education in purchasing, supply chain management.
* Negotiation skills (experience, training).
* Knowledge of commercial contracts (terms and conditions).
* Basic financial understanding: hedging, net present value, financial report.
* Basic knowledge of transport, insurances & taxes.
Language Skills
* Proficient in English language (written and spoken).
Optional
* Knowledge of a further language is an advantage.
* Oracle ERP environment.
* Offshore or Onshore wind market, other offshore markets.
Knowledge / Experience
* Mandatory: Experience as Lead Buyer / Lead Sourcing Leader.
