Building Inspector OR Senior Building Inspector position located at 545 Talbot St, St Thomas, ON N5P 2T9, Canada. The City of St. Thomas Planning & Building Services Department has an existing vacancy for this CUPE Local 841 union role.
St. Thomas is a growing community of about 40,000 people, in Southwestern Ontario, with convenient access to Port Stanley, London, and Highway 401.
Job Description
The position is under the general supervision of the Chief Building Official and is responsible for the administration and enforcement of provincial statutes and regulations applying to properties, including buildings, structures and their occupancy, under areas of responsibility. This includes, but is not limited to, the Building Code Act, Building Code and Fire Code.
Building Inspector Range: $28.63 - $41.63 per hour, 40 hours per week, with a comprehensive benefit package and OMERS pension.
Senior Building Inspector Range: $33.97 - $48.31 per hour, commensurate with experience and qualifications, 40 hours per week, with a comprehensive benefit package and OMERS pension.
Responsibilities
* Conduct site inspections to ensure construction, use, and condition comply with approved drawings, statutes, regulations, and by-laws for residential, commercial, industrial, and institutional buildings under areas of responsibility.
* Conduct plan examinations of permit applications to ensure proposed construction and use comply with applicable statutes, regulations, and by-laws.
* Inform permit applicants, design consultants, construction professionals, builders, property owners, or project managers of discrepancies and request changes while maintaining accurate records and database management.
* Consult with applicants and the public on Building Code requirements and departmental requirements to aid design, construction, and permit processes.
* Respond to complaints and inspect properties to ensure conformity with statutes and by-laws; write and issue orders when appropriate and report findings to the Chief Building Official for review.
* Meet with staff, owners, the public, contractors, consultants, and professionals to provide advice and/or settle disputes or grievances with timely responses and actions.
* Explain inspection procedures and provide verbal and written approvals for stages of construction as completed.
* Co-operate with Fire Inspectors, Liquor Control Board Inspectors, Labour Inspectors, Police Officers, and other authorities having jurisdiction as required.
* Perform calculations and verifications for permit review and verify approvals from Ontario government ministries in compliance with applicable law.
* Provide testimony as a witness before the Landlord Tenant Board when required.
* Post issued orders on site and ensure proper mailing procedures are followed.
* Review approved plans for on-site inspection purposes and refer approved applications to the Chief Building Official for issuance.
* Respond to inquiries regarding construction and issue certificates of compliance or non-compliance.
* Assist the City Solicitor with court documentation; provide evidence and testimony as required; represent the City at legal proceedings or hearings as needed.
* Prepare and submit reports to the Chief Building Official and maintain data and records of investigations, inspections, plan examinations, and enforcement activities in accordance with applicable legislation and by-laws.
* Attend seminars, workshops, or training as required and participate in related duties as assigned.
Qualifications
For Building Inspector: Minimum two (2) years post-secondary diploma in Building Science or related field, plus two (2) years of related experience, or equivalent. Must have passed the Ontario Ministry of Municipal Affairs and Housing Building and Development exam for “General Legal/Process” and the qualification in the category of “House,” or be willing to attain within a reasonable timeframe. Must possess working knowledge of building and plumbing regulations. Must be or become a member of the Ontario Building Officials Association (OBOA) and work toward up to eight of the applicable qualification categories. May work toward the CBCO designation. OAPSO credentials are assets. Must be competent under the Occupational Health & Safety Act and have strong computer and record management skills (Microsoft Office 365). Must have excellent organizational, time management, research, and communication skills; be able to work independently and as part of a team; maintain public relations and customer service standards; and have physical capability to perform duties (including ladder climbing, uneven terrain, and confined spaces). Must hold or be able to obtain First Aid and CPR certificates.
For Senior Building Inspector: Minimum three (3) years post-secondary diploma in Building Science or related field, plus at least five (5) years of experience as a Municipal Building Inspector or Plans Examiner. Must possess and demonstrate working knowledge of building and plumbing regulations. Must have passed or obtain the Powers and Duties of Chief Building Official exam and corresponding qualifications as required by the Ontario Building Code (minimum eight of twelve categories). Must be a member or eligible for membership in OBOA and obtain the CBCO designation. Membership or courses through OAPSO are assets. Other requirements mirror the Building Inspector role (OHSA competency, computer skills, organization, independence, public relations, physical ability, and First Aid/CPR).
Conditions of Employment: Applicants may be required to work beyond normal hours. A valid Class G Ontario Driver’s Licence with a clean driving record is required. Must maintain confidentiality, knowledge of applicable legislation, and comply with OHSA duties.
