Deputy Radiology I.T. Systems and Performance Manager

Band 7, Contract: Permanent, Hours: Full time – 37.5 per week

Job overview

Develop and support the operational management of ELHT Radiology IT systems, including PACS and RIS. Work closely with the Radiology I.T. Systems and Performance Manager to ensure reliable, efficient, and responsive systems that meet the needs of the service.


Main duties of the job

The post holder ensures the safe, effective performance of PACS, RIS and associated Radiology IT systems through continuous monitoring, data integrity checks, incident management and first‑line technical support. Responsibilities include formal and ad‑hoc training, complex data and workflow issue resolution, timely image availability, activity reporting, and compliance with Information Governance, data protection and system security policies. The role also oversees system access, coordinates with IT and external suppliers, supports equipment integration, maintains reporting workstation quality, facilitates image sharing across Trusts, and deputises for the Radiology Systems and Performance Manager. As a manager, the holder leads the PACS administration team, oversees staffing and development, drives continuous improvement, supports procurement processes, and delivers Trust‑wide training programmes. Assistance with research, QA activities, student supervision, and audit participation ensures best practice and high‑quality digital imaging services across all sites.


Detailed job description and main responsibilities


PACS, RIS and Radiology IT Systems specific responsibilities

* Monitor and review system performance ensuring integrity of patient and image data, receiving escalated issues from the PACS team and escalating specific issues to the relevant supplier or I.T. help desk.
* Maintain constant systems surveillance to ensure data and image quality is maintained and correct integration and functionality.
* Provide prompt technical advice to all local and Trust users, supporting the site‑based PACS administrators for complex issues.
* Provide training, both formal and ad‑hoc, for all users of Radiology IT systems.
* Provide first‑line support for application and technical issues within scope of responsibility; escalated complex issues to the system provider or I.T.
* Take remedial action for mismatched patient data or images in the event of user or system error.
* Provide timely and accurate reports of system activity and problems on request.
* Provide timely and accurate data reports for the purpose of patient tracking.
* Support development of departmental policies and procedures associated with the Radiology IT systems Trust‑wide use.
* Accurately record data on the RIS; ensure image acquisition, post‑processing and storage on the PACS is in line with Data Protection principles.
* Ensure images are presented for reporting purposes in a timely and accurate manner, removing anomalies due to disparity between RIS and PACS descriptors.
* Authorize and provide third‑party access to appropriate and relevant medical images and data where direct access is not possible.
* Produce and maintain accurate data transfer records.
* Attend internal and external PACS‑related education seminars as required.
* Conduct system demonstrations as required.
* Ensure no individual receives live system access without proper training and awareness of confidentiality, security and data accuracy responsibilities.
* Engage with Radiology Modality leads regarding equipment integration and technical issues.
* Perform regular maintenance tasks on reporting workstations, including monitor QA, to ensure they meet legal guidelines for reporting.
* Maintain links and cross‑platform activities with other Trusts to promote image sharing.
* Provide clinical system support for the Breast Imaging Department.


System Security

* Ensure system operation complies with Trust Information, Security and Confidentiality policy.
* Ensure all staff processing information comply with Trust IT policies, procedures and standards.
* Determine user access classification or sensitivity level.
* Establish user passwords for PACS and RIS in conjunction with IT policies and administer permissions.
* Ensure awareness of Data Protection, Security and Freedom of Information policies.


Operational Responsibilities

* Assist medical staff with images for presentations and research and development.
* Coordinate with other departments/wards and external sources to provide a quality service to patients and clinicians.
* Report clinical, non‑clinical and radiation incidents per Trust and departmental risk management policies.
* Maintain equipment knowledge to promote safe, effective and efficient handling, up‑holding COSHH, Health and Safety guidelines.
* Deputise for the Radiology Systems and Performance Manager in their absence, supporting PACS and Admin/Clerical services.


Managerial Responsibilities

* Act as an expert for PACS & RIS, offering guidance and support to all clinical and managerial staff.
* Develop and maintain communication lines between the Trust and system providers/administrators.
* Line‑manage PACS administrators and support staff, ensuring regular appraisals and up‑to‑date performance reviews.
* Ensure adequate PACS management cover during absences and vacancies.
* Embed innovation culture and continuous improvement programme within systems and administrative teams.
* Keep senior radiographers, modality leads and managers apprised of technical and competency issues.
* Develop and organise remedial training for staff identified through QA.
* Attend local and regional PACS and RIS meetings.
* Deliver formal training programmes in PACS, RIS and IT systems to relevant staff.
* Review and comment on imaging protocols and initiate changes where required.
* Coordinate education and training on PACS for Trust staff.
* Specifiy radiology equipment related to PACS, including licences and workstations.
* Advise on procurement of PACS equipment, peripherals, licences and workstations.
* Provide departmental performance reports and updates.
* Support modality leads and management team.
* Oversee reporting and waiting worklists.


Clinical Responsibilities

* Ensure infection control measures and personal protection for equipment and linens.
* Expertise in DR technology and related technical applications.
* Conduct regular equipment testing and reject analysis, documenting results.
* Maintain familiarity with current QA measures.
* Attend QA meetings as required.
* Complete paperwork for compliance with Trust policies, e.g., Incident Reporting Forms.


Training, Research & Development

* Maintain Personal Development portfolio and CPD; participate in KSF process and postgraduate training.
* Assist in supervision of undergraduate and postgraduate radiographic staff.
* Conduct formal assessments of undergraduate students per academic institution requirements.
* Participate in the Directorate’s academic programme.
* Prepare and present short sessions or lectures for staff; participate in CPD.
* Actively participate in the Directorate’s audit programme.
* Conduct examinations per clinical trial protocols.
* Provide induction training and support for other staff.


Person specification


Qualifications

* Educated to degree level in appropriate subject.
* Post‑graduate experience/qualification at advanced (M) level or equivalent experience.
* Graduate or postgraduate degree in Radiography, IT, or Health Informatics, or equivalent experience.


Experience

* Significant experience managing PACS and Radiology Information Systems.
* Previous supervisory experience of a team.
* Good understanding of function and interaction of IT systems.
* Teaching and Training skills.


Knowledge and Skills

* Effective leadership skills.
* Excellent written and verbal communication skills.
* Good organisational skills and ability to meet deadlines.
