The successful candidatewill need to demonstrate robust leadership and communication skills, be wellorganised, highly motivated and financially astute. There is a requirement tomanage and take responsibility for all business aspects of the practice. Inaddition, the candidate must have the ability to provide strategic guidance andplanning to the partners.

The practice manager is akey member of the team and will be expected to demonstrate leadershipqualities, achieving goals and targets using a combination of personalinvolvement, motivation of other staff and delegation when appropriate.

The partners also requirethe successful candidate to be proactive and plan for the future, maximisingthe practices potential in relation to business, finance and premises, whilstmaintaining patient care.

In addition to adaptingthe practice to meet the demands of providing high quality patient care, themanager will need to ensure that the practice is financially efficient andcompliant with all aspects of health and safety, employment legislation and CQC(Care Quality Commission) registration/compliance.

The opportunity forfurther personal development will be given in order to develop skills in linewith practice needs.

About us

History

Historicallythe practice resulted from the merger of four practices.It moved into its current location in May1999. The Health Centre provides excellent, well equipped, purpose-builtpremises which offer a high quality surgery environment for both patients andpractice team. Its location in BerwickHills is at the centre of the local community, with good bus links and ampleparking.

We are a 4 partner,GMS practice with a growing list size of 9200 patients.

Our aimis to provide high quality care at the point of need to our practicepopulation, many of whom live in areas of high deprivation but with strongfamily networks.

We have a strongteam ethos within the practice which we actively maintain and develop byinvesting in training and mentorship. Ourstaff take pride in their work, enjoy building their skills, and have built upgood relationships with patients.

We are part of theGreater Middlesbrough PCN and we support the PCN work and collaboration whichhas opened up opportunities for engagement with a wide range of professionalsand services.


Job responsibilities

Key responsibilities

Ensuring theorganisational requirements of the practice contracts with NHSE are fully metand complied with

Supporting the Partners todevelop and implement processes to achieve clinical targets of QOF and enhancedservices

Directly contributing toprofit improvement by exploring areas for increasing income and reducing costs.

Analysing data relating toclinical commissioning as appropriate and contributing to planning andorganisation, both at the practice and clinical commissioning group level

Development and controlpractice of budgets and financial systems

Preparation of annual financialbudgets and cash-flow forecasts

Liaising with accountant,bank and business insurance companies as appropriate or as directed by thePartners

Overseeing theadministration of the NHS Pension and Stakeholder Pension Schemes

Liaising with the CCG andpayment agencies regarding queries with payments relating to the contract, e.g.enhanced services.

Managing the Partnersdrawings in consultation with the accountant

Strategic Planning

Keepabreast of current affairs and identify potential opportunities and threats

Assessand evaluate accommodation requirements and manage development and expansionopportunities

Implementand update the Practice Development Plan, overseeing the implementation of theaims and objectives

Assistthe practice in the wider community and assist with forging links with otherlocal practices and relevant agencies and in particular working collaborativelywith the PCN .

Formulateobjectives and research and develop ideas for future practice development

Representthe practice at PCN, federation, locality and clinical commissioning groupmeetings

Makerecommendations to the partners for practice development with regard toenhancing patient services and potential sources of income

Human Resources

Overall responsibility forall aspects of HR, including;

Recruitment and selectionof staff, including contracts of employment and job descriptions

Ensure Employment Lawcompliance for the disciplinary and dismissal process and after discussion withthe partners take any legal advice necessary

Be aware of currentemployment legislation

Develop and maintain goodemployee/employer relationships

Ensure that members of theexisting staff team are aware of any changes that occur in the practice

Maintain goodcommunication at all times with the practice team

Oversee rotas which allowgood staff cover at all times as well as giving the flexibility required atshort notice to cover for illness, etc.

Implement pay rises/scalesand increments at the appropriate time

Responsibility forappropriate paperwork for doctors/staff DBS (Disclosure and Barring Service)checks

Meet with attached staffas and when necessary and arrange/attend meetings around patient care

To ensure that suitablefacilities are available to enable all staff to work within the practice

Be responsible for thehealth and safety policy and its implementation

Facilitate the developmentof a multi-disciplinary effective primary health care team

Information Technology

Ensure the update ofappropriate information governance systems

Ensure all Practice IT andtelephone systems are functioning effectively

Ensure the IG and DSPtoolkit requirements are met

Keep abreast of newtechnology and ensure existing IT is used to its full potential

Ensure that the Practicecomplies with NHS contractual obligations in relation to patient care

Maintain registrationpolicies and monitor patient turnover and capitation

Oversee and manageeffective appointment systems

Routinely monitor andassess practice performance against patient access and demand targets

Manage the complaintsmanagement system

Manage the significantevents system

Maintain the PatientParticipation Group

Premises and Equipment

Responsible for themanagement of the building

Represent the practice tonegotiate leasing contracts and their renewals

Liaise with NHSE innotional rent review (every 3 years)

Ensure property rented bythe partners is safe, effective and fit for purpose

CQC

Oversee and maintaincompliance with CQC regulations and ensure that the practice meets theessential standards

Work with the CQCregistered manager to Lead the practice response to CQC inspections and anyresulting recommendations

Communication

Ensure compliance with thelatest NHS recommendations and GDPR

Understand the practicecommunication systems

Build/maintain goodworking relationships with the NHSE, ICB, hospitals, community agencies, otherGP practices, GP federation, the PCN, pharmacists, voluntary and privateorganisations

Represent the practice atmeetings and seminars

Assist and support thepartners corporately and at individual level to fulfil the requirements ofrevalidation

Present a professionalimage and always promote the practice

Share skills and expertisewith others
