An opportunity has arisen to recruit a Health, Safety & Environment Advisor (HSE) to join the HSE Team on a 14-month fixed term contract, supporting both EP Kilroot and EP Ballylumford Power Stations. The successful candidate will assist with the management of all Health, Safety and Environmental activities at the EPUKI facilities in Northern Ireland. They will build on the current health, safety and environmental performance, developing the safety and environmental management systems, and achieving a culture of continuous improvement in safety, health and environment. Key Responsibilities Reporting to the HSSE Team Leader, the key responsibilities and duties will be: Acting as an advisory service on all matters relating to health, safety and environment including: risk management; incident and investigation; management of change; major accident hazards (COMAH top tier); contractor management; HSE performance; maintenance outage programmes; statutory and corporate requirements. Assisting in formulating, developing and reviewing the health, safety and environmental management systems, policies and procedures, ensuring the Company meets all HSE legal requirements and corporate standards. Carrying out Risk Assessments and assisting others in this task, including managing risk assessment process for major hazards, carrying out routine plant inspections and implementing corrective and preventative measures where necessary. Taking an active role in incident investigation, especially in regard to serious incidents & dangerous occurrences, whilst ensuring the Company notifies HSENI under RIDDOR. Maintaining procedures for reporting, investigating recording and analysing accidents and incidents in accordance with corporate policy, ensuring appropriate records are maintained by utilising the the Company's BMS HSE incident reporting system. Challenging and influencing all personnel and contractors to promote a positive health, safety and environment culture securing the effective implementation of HSE policy and plans by monitoring. Encouraging and correcting the working practices of all personnel, including contract staff, to ensure compliance with company HSE standards and industry best practice, and intervening to prevent unsafe behaviours. Assisting with the planning process for health, safety and environment, including the setting of realistic short- and long-term objectives, deciding priorities and establishing adequate systems and performance standards. Reviewing HSE performance on a regular basis and contributing to internal audits of the HSE Management Systems. Conducting audits to ensure compliance with legal requirements and Company standards. Facilitating and supporting the BBS programme to develop a culture of intervention, including: facilitating the BBS steering committee; collation and analysis of information, root cause analysis on monthly trends; provision of feedback to management and continuous development of the programme to meet corporate targets. Presenting health and safety advice independently and effectively, and delivering safety inductions and other safety related training programmes as required. Liaising with a wide range of bodies and individuals including local authority environmental health officers, architects, consultants, the emergency services, contractors, HSE (Northern Ireland), Northern Ireland Environment Agency (NIEA), local government, NIFRS, the public, equipment suppliers, general practitioners and occupational health and safety specialists. Liaising with insurance companies and legal advisors on civil liability claims. Skills, Knowledge and Expertise Background Essential Extensive experience in Health & Safety and/or Environmental management. Strong working knowledge of relevant HSE legislation and industry best practices. Ability to constructively challenge safety behaviours, management decisions, and existing procedures/processes. Desirable Previous experience within a power station or the electricity sector. Knowledge and practical experience of COMAH requirements. Familiarity with Process Hazard Analysis and participation in HAZOP/HAZID studies. Experience implementing ISO 45001 and/or ISO 14001 standards. Recognised Health & Safety or Environmental qualification (e.g. NEBOSH Diploma or higher) or a lower-level H&S or Environmental qualification combined with relevant management experience (essential). Member of a professional body such as IOSH, IEMA, or equivalent (desirable). Chartered status (e.g. CMIOSH) (desirable).
