NESO is looking for a Delivery Manager to lead the strategic delivery and performance management of the Data Sharing Infrastructure (DSI). The DSI is a decentralised socio-technical solution that will enable secure, resilient, and standardised data sharing between energy system participants.
NESO is currently progressing the development of the DSI on behalf of the sector and has been appointed by Ofgem to oversee its implementation in a governance role known as the ‘DSI Coordinator’. This opportunity is at the heart of the DSI Coordinator function, with responsibilities for leading delivery planning, governance, and assurance to ensure successful delivery of the planned and prioritised scope. The role will establish a high-performance collaborative delivery team, including NESO and supply chain partners.
This leadership role will lead the Management & Governance team of three and work closely with other teams in the function, contributing to cross-functional coordination.
This role can be based from Wokingham, Warwick, or Glasgow, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.
Key Accountabilities
* Lead and manage the Management and Governance team within the DSI Coordinator function, providing direction, coordination and guidance. Serve as a core member of the DSI Coordinator function leadership team.
* Lead the development of detailed delivery plans, including milestones, dependencies, resource allocation, and sequencing across the DSI Coordinator function and delivery activities, ensuring delivery of prioritised DSI scope is on time and within budget.
* Own and manage delivery governance across the DSI programme and DSI Coordinator function, including chairing key internal forums and overseeing reporting, risk, and performance frameworks.
* Establish and oversee DSI governance arrangements and effective reporting to manage and monitor DSI risks, performance and benefits realisation, ensuring timely mitigation and escalation of delivery issues.
* Set parameters for resource prioritisation and delivery plan changes, working collaboratively with other teams in the DSI Coordinator function to reach consensus and implement changes that maintain delivery momentum and alignment with prioritised scope.
* Manage interfaces and dependencies with other Energy sector wide digital initiatives, ensuring alignment and effective collaboration.
* Coordinate with internal and external governance forums, working closely with the other roles in the DSI Coordinator function to ensure alignment, escalation, and resolution of cross-cutting issues, supporting transparency, consistency, and timely delivery across the DSI programme.
* Develop and manage strategic supplier relationships, overseeing commercial arrangements and maintaining strong operational partnerships that enable collaborative, high-performing delivery team across NESO and supply chain partners.
* Direct and oversee sourcing and commercial management activities working with the commercial and finance senior lead and acting as a point for escalation.
* Provide delivery expertise in engagement with Ofgem to support significant unresolved disputes and address challenges impacting DSI delivery and performance, ensuring risks are managed and escalated effectively.
About You
* Extensive experience in leading programme delivery within complex, multi-stakeholder environments, with deep understanding of delivery methodologies (Agile, Waterfall, Hybrid).
* Strong understanding of delivery governance, sourcing, and internal team coordination.
* Experience in sourcing and commercial management, including supplier relationship management, contract negotiation, and escalation handling.
* Proven ability to manage dependencies and benefits across complex delivery landscapes of external partners and internal functions.
* Excellent communication and leadership skills, with a focus on enabling high-performing multi-discipline teams.
* Experience of working across regulatory and public sector environment, with experience engaging with oversight bodies such as Ofgem or equivalent.

About What You’ll Get
A competitive salary up to circa £73,000pa – dependent on experience and capability. As well as your base salary, you will receive a bonus of up to 15% of your salary for stretch performance, 28 days annual leave as standard, and a competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%.

About The National Energy System Operator (NESO)
In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.
The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.
The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.
