Health Education and Improvement Wales (HEIW) is the only special health authority within NHS Wales, working alongside health boards and trusts. HEIW plays a pivotal role in the education, training, development, and shaping of the healthcare workforce in Wales to ensure high-quality care for its people. Established on October 1, 2018, HEIW brings together the Wales Deanery, NHS Wales’s Workforce Education and Development Services (WEDS), and the Wales Centre for Pharmacy Professional Education (WCPPE). Role Description
We are looking for an experienced and visionary leader to join us as our Head of Strategic Workforce Planning. Working with the Assistant Director of Strategic Workforce Planning, you’ll play a pivotal role in ensuring NHS Wales has the workforce it needs—now and for the future. You’ll work with senior leaders, influence national policy, and deliver innovative solutions that impact health and care across Wales.
This national role leads the development and implementation of workforce planning across NHS Wales. You will be responsible for the delivery of multiple national programmes, develop methods to enable NHS Wales to plan its future workforce requirements, influence strategic direction, and support HEIW’s vision to be the system leader for workforce intelligence and planning. The postholder will provide expert advice and guidance, analyse workforce trends, develop national policy and strategic workforce plans, and advise on the national workforce issues.
The role will provide expertise to NHS Wales and partners, influence policy and service transformation, and lead and influence a range of national programmes and projects across Wales. The postholder will develop strong links with organisations and senior managers across Wales, advise on workforce plans, skills, and knowledge, and build managers’ capability to implement evidence‑based planning for future workforce needs.
The postholder will also lead on the workforce planning elements for the HEIW Education and Training Plan for NHS Wales; undertake horizon scanning, analysis of workforce intelligence from multiple sources, and engage with Health Boards, professional bodies, and medical specialty leads. Supporting this, the postholder will work with colleagues across HEIW, advising on forecasting and modelling techniques such as scenario planning to inform decisions on the workforce development in Wales.
Qualifications
* Master’s degree in Human Resources or equivalent experience.
* Extensive specialist knowledge of strategic workforce planning, transformation and workforce information.
* Evidence of continuing professional development.
* In‑depth knowledge of NHS and government policies, service change, workforce‑related initiatives and change programmes.
* Experience in workforce development or healthcare systems is advantageous.
* Advanced degree in Business Administration, Healthcare Management, or a related field is preferred.
* Excellent communication and presentation skills.
