Are you detail-oriented, analytical, and passionate about environmental compliance? We're looking for a Regulatory Analyst to join our Enforcement and Flow Compliance team, where you'll play a key role in supporting compliance reporting, enforcement investigations, and performance tracking.

This is a dynamic role that will see you working alongside a team of analysts to support the Flow Compliance Advisor and Enforcement Officer across various work streams.

You'll use your data and analytical skills to ensure regulatory compliance, work closely with regulators, and support investigations - making a real impact on protecting public health, the environment, and company assets.

What you'll do

As a Regulatory Analyst, you'll provide technical and analytical support across a wide range of responsibilities, including:

1. supporting the team with near real-time reporting of overflow discharges via Coast and Rivers Watch, which includes the quality assurance of data to ensure accurate reporting and investigating issues
2. completing regulatory data returns and Event Duration Monitoring (EDM) data
3. carrying out daily inspection checks as well as tracking and investigating issues
4. reporting compliance with regulatory permits to the business
5. supporting the Flow Measurement Manager and team to meet the MCERTS certification programme, this includes booking of site inspections, raising purchase orders and maintaining corporate records
6. reporting of regulatory EDM and flow data as required by the Environmental Discharge Permit and Environmental law
7. liaising with and responding to requests from regulators and external bodies, such as the Environment Agency, Ofwat, Defra and customers following an Environmental Information Request.
8. tracking and reporting on performance against permit compliance, both internally and to regulators
9. working on a quality management system and supporting the Flow Compliance Advisor to ensure that policies and procedures are followed and updated as required
10. maintaining corporate datasets and systems used to manage regulatory EDM and level monitoring data
11. provide analytical support to the Flow Compliance Adviser, enabling the identification of trends in performance and compliance
12. liaising with regulators and assisting the Enforcement Officer with reviewing evidence to ensure it is reliable and credible in identifying any Water Industry Act 1991 and Supply Fittings Regulations 1999 offences. Examples may include illegal supply connections, illegal waste discharges and trade effluent permit breaches
13. producing and sending formal enforcement letters and emails to offending third parties in line with company policies and procedures
14. providing technical support to the permit compliance assurance programme
15. using your knowledge of wastewater flow and level monitoring to provide advice on MCERTS and permit requirements, and compliance to the business
16. providing guidance and support to the business on enforcement investigations and related issues.

What you'll need

For this role, you'll need:

17. to have a degree-level qualification within STEM or a related subject, or have a minimum of 1 year's experience in the water industry or in a data analysis and reporting role
18. strong computer literacy with good working knowledge of Microsoft products such as Microsoft Office (Word, PowerPoint, Excel etc), SharePoint Online and reporting functions such as Power BI
19. to confidently produce accurate, well-structured, written English for formal letter writing and third-party correspondence
20. to be self-motivated, can work in a dynamic environment, and be capable of working both independently and as part of a team
21. excellent organisation skills
22. to have good attention to detail, be competent in investigating and resolving issues and whilst maintaining excellent time management skills to ensure that deadlines are met
23. strong communication skills, as you will be required to effectively and clearly communicate technical information within the team, to the wider business and to regulators on aspects of enforcement, flow and level monitoring and compliance
24. experience of managing and analysing large data sets is essential to successfully manage, process and report on EDM data for over 1,400 overflows and flow compliance at c.350 Water Recycling Centres (WRC) and Sewage Pumping Stations (SPS) across the Wessex Water region
25. experience of working in a regulated industry and to a quality management system.

It would also be advantageous to:

26. be familiar with the MCERTS certification scheme, Environmental Permitting Regulations and Environmental Law relevant to the sector, such as the Environment and Water Industry Act 1991
27. have experience using Esri GIS software and operational systems such as ScopeX/Prism (not essential)
28. be knowledgeable about water industry activities, including wastewater treatment processes and flow/level monitoring systems, is advantageous, but full training will be provided
29. hold a full and clean driving licence
30. have a desire to effectively contribute to the team.
