Highways and Transport -Driving the Future
We are looking for a detail-oriented and proactive individual to support the performance and compliance of our Fleet Service. You will work closely with the Senior Compliance Officer to ensure our vehicles and drivers meet legal, regulatory, and best practice standards. This includes producing reports and dashboards, as well as managing records for driver and vehicle licences, insurance, and permits.
You will support the development of fleet policies and systems, monitor compliance with HMRC rules and our Driving at Work policy, and provide advice on fleet strategy. Youll be a key contact for fleet-related queries across the council and will help identify issues and suggest improvements.
To succeed in this role, you will need a qualification such as HNC or NVQ Level 4 in Business Administration or Data Analysis, or equivalent experience, along with strong ICT skills and experience using Microsoft Office and specialist fleet systems. You should have practical experience in fleet or transport management, or driving instruction and training, excellent attention to detail, and strong communication skills. You will be confident working independently, managing priorities, and explaining technical or legal matters clearly.
Specific duties to include:
To assist in the performance management of the Fleet Service, this includes producing a range of reports and dashboards for review which includes research, analysis through to producing recommendations and presentations for management and committee sections
Driver licence checks - the post holder must use their technical knowledge and expertise to interpret that licence status reports returned from the DVLA meet the requirements in law for the driver to legally the required vehicle category that the frontline service requires. The Councils fleet of vehicles and plant machinery is diverse in terms of body size, weight and operational function which demands numerous combinations of licence categories to be held by the driver.
Supporting the Senior Compliance Officer to manage processes for records of both the Councils O Licence, vehicle insurance and Section 19 Permit Licensing (Transport Act 1985), to ensure compliance with the legal responsibility relating to operating centres, vehicle hire, pool car management and minibus vehicle records.
Supporting the Senior Compliance Officer in the development of the fleets systems, processes and policies. This will include highlighting issues and providing solutions on processes and procedures in order to develop the fleet services.
Supporting the Senior Compliance Officer in monitoring the councils compliance with HMRC legislation and the Driving at Work policy by providing a suite of reports on, vehicle usage, journey logging, accident reporting, insurance claims and driving licence checks vs Greyfleet mileage claims. Reports to be presented in a format suitable for presenting to the Fleet Governance Board and Senior Management.
Monitor, report, highlight issues and recommend solutions on range of indicators/areas including but not limited to:
o fleet compliance training for all council staff,
o fleet health and safety requirements
o pool car booking systems
o Greyfleet insurance and compliance
o HMRC Compliance
Working under own initiative, this role will manage and maintain records, where necessary this may include manipulating/analysing data and providing reports for management.
Provide advice and guidance on fleet strategy, presenting data/forecasts to colleagues across the council on fleet strategy, being a point of contact for queries on fleet, this may include challenging/influencing colleagues on process and policy.
Keep up to date with legislative changes and best practices to ensure robust compliance frameworks are in place and effectively implemented.
Where non-compliance is identified, work with Service Managers, HR, Fleet Manager and Head of Service to ensure policy and legislative obligations are met.
To assist service managers in carrying out driver training, inductions and debriefs following infringements.
Person Specification
Specific qualifications, knowledge, and skills required for this role:
Essential
HNC or NVQ level 4 in Business Administration, Data Analysis, or equivalent experience/skills
ITQ 2 or equivalent ICT skills and abilities
Excellent ICT skills including use of Microsoft applications and specialist systems
Advanced knowledge/practical experience of fleet/transport management, vehicle workshop, telematics, driver record management and fuelling software systems.
Must have exceptional attention to detail to ensure accuracy of data collection.
Proven track record of writing reports utilising an advanced knowledge of fleet procedures and working practices.
Exceptional verbal, written and visual communication skills, with the ability to explain technical / legal issues in a straightforward manner.
Adaptability and able to adjust to an ever-changing environment.
Good organisational skills and the ability to prioritise workloads and achieve deadlines.
Desirable
Certificate of Professional Competence (CPC) for Transport Managers in Road Haulage.
ECDL or other recognised IT qualification (level 3).
Experience of working in Compliance.
Project/workstream management experience.
Experience of driver assessment and training.
