Role
* Deputy Radiology I.T. Systems and Performance Manager
Key Responsibilities
* Operational management of ELHT Radiology systems, including PACS and RIS.
* Ensure systems are reliable, efficient, and responsive to the needs of the service.
* Collaborate with the Lancashire and South Cumbria Diagnostic Imaging Network to contribute to the regional vision for PACS/RIS convergence.
* Lead and oversee the PACS team, supporting a robust and safe digital imaging environment.
* Monitor and respond to operational demand, providing first‑line technical support and incident management.
* Maintain compliance with Information Governance, data protection, and system security policies.
* Provide formal and ad‑hoc training, resolve complex data and workflow issues, and ensure timely availability of images for reporting.
* Produce accurate activity and tracking reports, and maintain reporting workstation quality.
* Coordinate with IT and external suppliers, support equipment integration, and facilitate image sharing across Trusts.
* Act as an operational link between Radiology, clinical teams, and external partners, including support to the Breast Imaging service.
* Deputise for the Radiology Systems and Performance Manager and lead the PACS administration team.
* Oversee staff performance, development, and service cover; drive continuous improvement and contribute to policy development.
* Support procurement processes, deliver Trust‑wide training programmes, and assist with research, QA activities, student supervision, and audit participation.
PACS, RIS and Radiology IT Systems Specific Responsibilities
* Monitor and review system performance ensuring data integrity and image quality.
* Escalate issues to the relevant supplier or I.T. help desk.
* Provide technical advice to all local and Trust users.
* Provide training for all users of Radiology IT systems.
* Offer first line support for application and technical issues within scope of responsibility.
* Take remedial action for mismatched patient data or images caused by user or system error.
* Provide timely and accurate reports of system activity and problems on request.
* Support development of departmental policies and procedures associated with Radiology IT systems.
* Ensure image acquisition, post-processing, and storage on the PACS is in line with Data Protection principles.
* Provide third party access to appropriate medical images and data where direct access is not possible.
* Attend PACS related education seminars and conduct system demonstrations as required.
* Ensure that individuals receive proper training regarding confidentiality, security, and data accuracy before accessing a live system.
* Engage with Radiology Modality leads regarding equipment integration issues.
* Perform regular maintenance tasks on reporting workstations, including monitor QA.
* Maintain links and cross‑platform activities with other Trusts for image sharing.
* Provide clinical system support for the Breast Imaging Department.
System Security
* Operate all sites in accordance with Trust Information, Security and Confidentiality policy.
* Ensure staff comply with Trust IT policies, procedures, and standards.
* Determine user access levels relative to classification or sensitivity.
* Establish user passwords for PACS and RIS in tandem with IT policies and administer permissions.
* Ensure awareness of Data Protection, Security, and Freedom of Information policies among all staff.
Operational Responsibilities
* Assist medical staff with images for presentations and R&D.
* Liaise with other departments and external sources to provide quality service to patients and clinicians.
* Report clinical, non‑clinical, and radiation incidents in line with Trust and departmental risk management policies.
* Maintain knowledge of equipment to promote safe, effective, and efficient handling, upholding COSHH (2002) and Health and Safety guidelines.
* Deputise for the Radiology Systems and Performance Manager when absent.
Managerial Responsibilities
* Act as an expert for the provision of PACS & RIS trust‑wide, offering guidance to all clinical and managerial staff.
* Develop and maintain robust lines of communication with system providers and administrators.
* Line‑manage PACS Administrators and support staff, ensuring regular appraisal and up‑to‑date PDRs.
* Ensure adequate PACS management cover during absences or vacancies.
* Embed an innovation culture and implement a programme of continuous improvement.
* Ensure senior radiographers and modality leads are apprised of all technical and competency issues.
* Organise remedial training identified through QA processes.
* Attend local and regional meetings related to PACS and RIS.
* Develop and deliver formal training programmes for staff across the Trust.
* Review and comment on the appropriateness of imaging protocols, instigating necessary changes.
* Coordinate with Education and Training for PACS training at induction and ad‑hoc.
* Participate in the specification and procurement of radiology equipment and services.
* Provide performance reports and updates in departmental meetings.
* Support modality leads and management team.
* Provide oversight and actions related to reporting and waiting worklists.
Clinical Responsibilities
* Ensure all infection control measures are applied, focusing on personal protection and equipment management.
* Be an expert user of DR technology and understand all technical applications of imaging equipment.
* Perform regular equipment testing and reject analysis, documenting results.
* Maintain familiarity with current QA measures and attend QA meetings.
* Complete all paperwork related to Trust policy compliance, such as Incident Reporting Forms.
Training, Research & Development
* Maintain Personal Development portfolio and CPD, pursuing post‑graduate training as required.
* Assist in supervising undergraduate and postgraduate radiographic staff.
* Conduct formal assessments for undergraduate students and document findings per academic requirements.
* Participate in the Directorate’s academic programme.
* Prepare and present short presentations or lectures for staff and engage in CPD activities.
* Participate in the audit programme.
* Conduct examinations according to protocol for clinical trials.
* Provide induction training and support for other staff.
