Talent And Recruitment Business Partner Erp Lead

Location: Civic Centre, ST4 1RN

Start Date: ASAP

Contract Duration: 9+ Months

Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week

Pay Rate: £ 281.12 per day

Responsibilities

Manage the full recruitment lifecycle for temporary agency staff within a local government environment.

Source, engage, and place qualified agency workers in response to fluctuating staffing demands.

Drive initiatives to encourage the transition of temporary workers into permanent roles.

Collaborate strategically with hiring managers, HR, procurement teams, and external managed service providers (MSPs).

Ensure agency recruitment is compliant, cost-effective, and aligned with workforce planning goals.

Focus on reducing off-contract spend and enhancing compliance with agency worker regulations, IR35 legislation, and other employment conditions.

Advise on and implement best practices around temporary staffing.

Monitor market trends and address common local government recruitment challenges, such as skill shortages and budget constraints.

Ensure all activity supports organisational goals and delivers value through improved hiring outcomes, workforce stability, and contract compliance.

Person Specification

Strong knowledge of temporary staffing and agency worker regulations, including AWR, IR35, and employment rights.

Experience in local government recruitment, with an understanding of public sector frameworks, funding pressures, and workforce dynamics.

Proven ability in vendor and managed service provider (MSP) management, building effective partnerships, and managing SLAs and KPIs.

Demonstrated cost and contract management skills, with a track record of reducing off-contract spend and driving commercial value.

Experience in developing and executing conversion strategies to transition agency staff to permanent hires.

Strong stakeholder engagement skills, with the ability to work collaboratively with internal stakeholders across multiple departments.

High compliance and risk awareness, ensuring all hiring practices meet legal, regulatory, and internal policy standards.

Analytical and reporting skills to monitor workforce data, spend, and recruitment metrics for informed decision-making.

Adaptability and problem-solving skills to respond quickly to recruitment challenges and resource shortages.

Excellent communication and influencing skills to promote strategic workforce planning and change adoption.
