Description

The salary for this role is £87,561 - £98,431 per annum, for a 36-hour week.
We seek an Assistant Director for Highways Network Management, a senior leadership position within our Highways, Transport and Network Management Service. You will report to the Director and lead the development, implementation, and delivery of network management strategies to comply with legislation, reduce congestion, and support future transport and economic growth aligned with the Surrey Transport Plan.
You will collaborate with the Local Government Reorganisation (LGR) Place workstream to ensure a smooth transition for Vesting Day (1st April 2027), when Surrey County Council will transfer responsibilities to new authorities.
This role requires travel within and outside the County to meet with colleagues and partners. Our hybrid working model allows for flexible working arrangements outside of required physical attendances.
About the Role
To succeed, you should be dynamic and results-driven, leading from the front and delivering quick results. This key leadership role involves operational excellence, change management, and fulfilling network management duties effectively.
You will lead experienced teams managing activities such as:
* Streetworks legislative duties, including Surrey Permit and Lane Rental Schemes
* Management of parking restrictions and enforcement
* Expansion and enforcement of Moving Traffic Enforcement sites
* Traffic Regulation Orders management
* Traffic Systems highway assets maintenance
* Network and event management functions
You will work closely with teams across the Place Directorate to support network activities, balancing the needs of residents and businesses, and minimizing congestion impacts.
Effective use of tools like Lane Rental, Parking Management, and Moving Traffic Enforcement, along with innovative practices, will be essential.
This role involves significant political engagement and interaction with Cabinet Members and County Councillors.
Customer service excellence and adapting services to technological and funding changes are vital. You will also help prepare the team for Local Government Reorganisation.
External engagement with agencies such as the Department for Transport, HAUC UK, and TTF is expected.
