Job overview

We currently have an opportunity within the Learning Disabilities Acute Liaison Nurse team for a Matron. The role will be responsible for managing the Learning Disabilities Acute Liaison Nurse team and representing the Trust on multiagency forums to ensure the specialist needs of patients with learning disabilities are considered in line with national policy. You will establish and maintain robust communication channels with external stakeholders to ensure effective collaboration and partnership working, and advocate for the best care for patients with a learning disability.


Main duties of the job

Responsibilities include:

* Develop, review and implement organisational policies related to learning disability patients, including reviewing existing UHL policies to ensure they address LD needs.
* Direct line management for leadership and direction of learning disability acute liaison nurse specialists and administrators.
* Provide specialist advice to clinical teams on supporting LD patients and support colleagues completing complex investigations and serious case reviews.

Detailed job description and main responsibilities

KEY RESPONSIBILITIES

1. PROVIDE EFFECTIVE LEADERSHIP AND COMMUNICATION

* Provide guidance and support to frontline staff to promote change and strengthen LD care.
* Act as a role model for LD acute liaison nurse team; promote standards of care and behaviours.
* Responsible for HR issues including performance management, recruitment, sickness management, investigations and staff utilisation; requires strong communication, analysis, judgment and synthesis.
* Be a visible, accessible figure for staff and users seeking assistance and expert advice.
* Liaise with Matrons, Nurse Specialists and Practice Development Team to develop and review policies, procedures and training.
* Participate in policy development and compliance at local and corporate levels; collaborate multi-professionally for service development.
* Foster a culture of staff involvement where staff feel valued and empowered.
* Present and communicate highly complex information to staff and patients.
* Analyse complex situations and contribute to complaint responses, LeDeR reviews, incident investigations, and related areas.
* Develop and maintain a LD referrals and activity database.
* Build relationships with safeguarding teams to support integrated LD care.

2. DELIVERY OF EFFECTIVE HEALTH CARE WITHIN THE ORGANISATION

* Lead to implement service standards for LD care and take actions to achieve them.
* Contribute to continuous improvement in LD care using national/local agendas and peer review; ensure timely reports and action plans.
* Raise awareness of practices that reduce harm, referencing MCA2005 and LeDeR learning.
* Collaborate with Head of Safeguarding in LD multi-agency work for safeguarding systems.
* Contribute to Standard Judgement reviews and LeDeR reporting.

3. CLINICAL GOVERNANCE, RISK REDUCTION, AUDIT AND RESEARCH

* Lead auditing standards of LD care.
* Provide clinical governance and policy implementation support with focus on advocacy and legal principles.
* Deliver clinical risk management for LD patients.
* Promote research, audit and education; regularly review LD care provision and report findings to wards/departments/boards.
* Promote evidence-based practice and high standards of patient care.
* Ensure governance principles are embedded and health and safety is maintained.

4. PATIENT AND PUBLIC INVOLVEMENT AND EXPERIENCE

* Build relationships with healthcare professionals and support staff to improve patient experience, focusing on advocacy and rights.
* Seek user views to identify satisfaction and improvement areas.
* Work with Head of Safeguarding on Best Interests decisions under MCA2005.
* Collaborate to evaluate strategies supporting LD patients; promote easy-read complaints service.
* Promptly deal with concerns or complaints with tact and clarity; be visible and accessible to users.

5. MANAGEMENT AND USE OF RESOURCES AND INFORMATION

* Manage delegated budgets with safeguarding leadership; optimise nursing resources.
* Assist with investigations and action plans for LD practice.
* Lead clinical case management planning for complex cases requiring high organisational skills.
* Lead monitoring of NHS England LD standards and CQC standards; conduct comprehensive audits and report findings.
* Advise on investment plans using benchmarking data to improve LD care.
* Coordinate with departments to support LD patient case management and complex discharges.
* Co-ordinate LD team contributions to service and budget development; participate in service planning.
* Contribute to cost improvement initiatives and comply with financial instructions.

6. CONTINUING EDUCATION, PROFESSIONAL AND PERSONAL DEVELOPMENT

* Deliver LD training across the Trust, including mandatory LD & Autism (OMMT) training.
* Ensure compliance with mandatory training and NMC registration; model professional leadership.
* Teach and support professional development; encourage accountability.
* Promote clinical supervision/mentorship and mentoring of pre-registration students.

Internal: Chief Nurse, Head of Safeguarding, CMG Heads of Nursing, Safeguarding Teams, Doctors, Matrons, Ward Sisters, clinical staff, AHPs, Education leads, Equality Service, Patient Experience, Quality and Safety.

External: LLR ICB, Adult Social Care, LD Care Providers, Advocacy Services, Other NHS Trusts


Person specification


Education / Qualifications

* Registered Nurse (Learning Disabilities)
* Relevant Teaching Qualification
* Educated to Masters level or equivalent experience
* Evidence of a well-developed portfolio of professional development


Experience

* Post registration LD care at senior level (Band 7+).
* Extensive clinical experience with vulnerable adults
* Knowledge of safeguarding and its application in an acute Trust
* Experience leading change in complex environments
* Experience working in multi-agency LD settings
* Experience handling difficult/sensitive situations and working under pressure
* Experience managing LD-related cases and policy development
* Experience delivering training and presenting to staff
* Experience assessing mental capacity and best interests decisions
* Experience in working with partners on LD care and contributing to quality frameworks
* Participation in research


Skills
