We are seeking a Commissioning Manager – Specialised Services Directorate (NWJCC), to support our newly formed organisation. The NWJCC is a joint committee of the seven health boards in Wales, with a Chair and Lay Members. We support collaborative commissioning across Wales, with around 120 staff based in Mold and Nantgarw/Treforest. Our mission is to be the centre of excellence for collaborative commissioning, improving health and care outcomes across Wales. We commission around 220 services, from NHS 111 and ambulance services to specialised rare disease services, and mental health, operating a £1.14 bn budget.

Main duties
* Support the Head of Commissioning to manage a designated portfolio within a Commissioning Directorate, ensuring delivery of high‑quality, patient‑centred services.
* Co‑ordinate the planning, stakeholder engagement, and performance management of the delegated portfolio to achieve the best outcomes for patients and the organisation.
* Support overarching contract management and review, leading on specific services or contracts across the Directorate, utilising strong commissioning skills, collaborating with the Head of Commissioning to ensure appropriateness and consistency to deliver high quality, equitable services delivering improved outcomes for patients and value for money.

Qualifications and Knowledge
* Degree or equivalent level of experience/knowledge, with evidence of developed knowledge and experience in commissioning.
* Knowledge in a number of disciplines such as financial management, performance management, information systems, commissioning – equivalent to postgraduate diploma level.
* Detailed understanding of services within the delegated portfolio.
* Knowledge of relevant legislation, regulation, quality monitoring of services and patient safety initiatives.
* Detailed understanding of the commissioning and provision of health services.
* Evidence of continuous professional development.
* Clinical qualification in the area of delegated responsibility (e.g. paramedic for ambulance, nursing/social work for mental health).
Experience
* Experience in a large and complex organisation.
* Evidence of successfully working in a highly complex environment with a multiplicity of stakeholders.
* Experience working within a commissioning environment.
* Performance monitoring at national levels.
* Contract and performance monitoring and management.

Salary: £50,129 to £57,365 per annum pro rata.
