An exciting opportunity has arisen for an experienced and strategic leader to fill the role of Service Transformation & Insight Manager within Adults, Housing & Communities.
This senior role will act as the Council’s lead officer for service transformation, strategy and insight across homelessness, housing support and related services, playing a critical role in shaping how services respond to legislative change, emerging need and corporate priorities.
You will lead on the local implementation of the Homelessness & Social Housing Allocation (Wales) Act, translating legislation and national guidance into effective local policies, pathways, systems and governance arrangements that support safe, lawful and person‑centred decision‑making.
Managing a team of senior professional staff, you will oversee complex transformation programmes, service reviews and pathway redesign across homelessness and housing support, using high‑quality data, insight and partnership working to drive improvement. You will also provide strategic leadership on performance, corporate planning, Scrutiny and Cabinet reporting, and the embedding of safeguarding and VAWDASV learning into practice.
This role involves regular engagement with senior managers, elected Members, Welsh Government and external partners, and requires strong influencing skills, political awareness and the ability to manage competing priorities in a high‑profile environment.
What We Are Looking For From You
* Significant senior‑level experience in homelessness, housing or closely related services
* A strong track record of leading service transformation and managing complex change
* Experience of managing professional staff and working with elected Members
* Excellent analytical, communication and leadership skills
* The ability to speak other languages, in particular Welsh, and Community Languages would be an advantage.

This role is temporary until 31 st March 2027.
