We are seeking an experienced and motivated Project Manager to lead the delivery of a significant change programme across our Housing Services. This is a pivotal role responsible for managing a portfolio of projects and major workstreams that form part of the Council’s Housing Service Area Plans. These projects collectively underpin a substantial programme of investment aimed at improving customer services and ensuring compliance with building safety and social housing regulatory requirements. Reporting to the Business Development and Change Manager, you will operate within a matrix management structure, working closely with service managers, project sponsors, and key stakeholders across the organisation. Key Responsibilities Lead the delivery of multiple complex housing projects and workstreams to time, cost and quality expectations Support and contribute to a wider programme coordinating interdependent projects across Housing Services Ensure robust project governance, risk management and reporting arrangements are in place Work collaboratively within a matrix management environment, influencing and supporting service managers and sponsors Drive service improvement, with a focus on enhancing customer experience and outcomes Ensure projects contribute to compliance with building safety legislation and social housing regulatory standards Manage internal and external stakeholders, ensuring effective communication and engagement throughout project lifecycles Monitor and evaluate project outcomes, ensuring sustainable benefits are realised About You We are looking for a highly capable project professional with a strong track record of delivering large-scale programmes or major projects, ideally within housing, local government or a related sector. You will bring: Significant experience of leading complex change programmes or major projects with demonstrable, sustainable outcomes Strong project management skills, including planning, governance, risk and financial control Experience working in a matrix management environment Excellent stakeholder management and influencing skills A clear understanding of service transformation and continuous improvement Knowledge of housing services, building safety requirements, or social housing regulation (desirable) A recognised project management qualification (e.g. PRINCE2, MSP, APM) or equivalent experience Why Join Us This is an opportunity to play a key role in delivering meaningful change that directly impacts residents and communities.
