Engineer – Operations (Northern Region Operations)

Position: Engineer - (Northern Region Operations)

Reporting to: Senior Engineer, Regional Manager

Base: Coleraine – Regional Office

Summary of Role:

The Engineer (Operations) will form part of an operational management team. They will oversee management / maintenance, recreational / commercial use and future development of Waterways Ireland infrastructure in the Lower Bann as required.

The successful applicant will be required to manage operational staff and consultants / contractors working on Waterways Ireland property for implementation of new or refurbishment projects. They will also be required to coordinate with user groups for facilitation of events, and to work in partnership with third parties and local interests to manage and develop the waterways for increased recreational use.

The successful applicant will also be part of the Waterways Ireland Emergency Response Team and will be required to provide out of office service on a rota basis. This duty will attract a separate remuneration of £2,997.00 per annum.


Key Activities

* Supervise operational staff undertaking maintenance and construction site works, including carrying out risk assessments and safety inspections in accordance with Waterways Ireland's management systems.Liaise with consultants and contractors planning and/or undertaking works in the Region, to ensure protection and enhancement of the organisation's assets.
* Undertake site surveys, carry out studies and evaluations of possible works projects, and draw up associated reports.
* Prepare and co‑coordinate initial designs, planning submissions, designs for tender, tender documents, tender appraisals and project reviews as required to manage the works programme in accordance with statutory requirements and Waterways Ireland's policies and procedures.
* Manage and report on progress of maintenance & construction programmes / projects to ensure delivery on time, safely, on budget and to a high quality.
* Review and make submissions to planning applications that could impact on Waterways Ireland property in the Region.
* Liaise with volunteer groups, event organisers or other waterways user groups to facilitate increased community involvement and enhanced recreational use of amenities.
* Attend and contribute to regular team and regional meetings.
* Communicate verbally and in writing with neighbouring residents/landowners and groups, or their representatives, regarding management & maintenance issues associated with the infrastructure and land owned/operated by Waterways Ireland.
* Work with third party groups and authorities in development of infrastructure, including leveraging of funding or other resources for enhancement of amenities.
* Manage use of the navigation and land property by all users, including implementing Waterways Ireland Byelaws as an Authorised Officer.
* Assist and contribute to water level management.


Health and Safety

* Possess an awareness of the health, safety and welfare legislation relevant to maintenance & construction works and apply these as appropriate.
* Contribute to and comply with Waterways Ireland’s Health and Safety Statement and other procedures, including undertaking/developing safety inspections, risk assessments and toolbox talks.
* Undertake the role and associated responsibilities associated with Waterways Ireland safety management system.
* Undertake public risk inspections, identify hazards and implement appropriate remedial works.
* Liaise with environmental bodies to ensure that environmental requirements are agreed.
* Take account of environmental legislation, directives and issues in the construction of projects.


Strategic

* Assist with Waterways Irelands policies, strategies and standards, contributing to the creation of a shared aim for the Body and promoting business culture and values.
* Provide information to allow financial and progress reports for projects under your control to be drawn up.


People

* Comply at all times with the regulations, policies and standards of Waterways Ireland.
* Create, maintain and enhance productive working relationships internal and external to Waterways Ireland.
* Seek assistance from other members of staff when required including liaising with other disciplines and units within Waterways Ireland as appropriate.
* Liaise with the relevant statutory authorities including the local authorities.
* Liaise with residents, volunteer groups, community and local organisations, user groups & clubs, operational licences, event organisers, political representatives and any other external parties as required to ensure a high standard of customer service.


Other

* Deal with any matter as requested by the Chief Executive.
* Assist with queries forwarded to Waterways Ireland.
* Represent Waterways Ireland at meetings / functions both during and outside normal working hours.
* Undertake training as required.
* Comply with and actively promote Waterways Ireland policies and procedures on all aspects of equality.

Person Specification

Candidates must be able to demonstrate that they meet the eligibility, essential and desirable criteria in their application form.


Eligibility Criteria

* A degree (2.2 or above) in Civil or Structural Engineering which qualifies for full chartered membership of the Institute of Civil Engineers or Engineers Ireland.
* A minimum of one-year Operational experience. (This experience may have been gained pre-qualification in a formal work environment setting/placement year).
* Hold a current driving licence and have access to transport which will permit travel to various work locations to effectively supervise works spread over a wide area.
* Possess knowledge and understanding of the key issues involved in the field of Civil/Structural Engineering.
* Possess excellent interpersonal and communication skills, both verbally and in writing.
* Possess knowledge and understanding of health, safety and welfare issues associated with construction and maintenance works.
* Have experience and ability in the use of IT based engineering equipment/engineering design tools.
* Possess excellent project management and problem‑solving skills.
* Possess knowledge and understanding of the issues associated with construction in a water‑based environment.
* Possess knowledge and understanding of the environmental issues associated with construction in a water‑based environment.

A shortlist of candidates for interviews will be prepared on the basis of the information contained in the application forms received. It is important that all applicants demonstrate on their application form how, and the extent to which, they satisfy each of the Eligibility, Essential & Desirable criteria specified.

Only those candidates who meet the Eligibility Criteria will proceed to the formal short‑listing process.


Reserve Panel

This competition will create a merit‑based panel which will last 12 months. Similar opportunities which arise over the next 12 months will be offered to successful applicants in order of merit.


Note

Starting Salary would normally be at the minimum. Consideration of a higher starting salary may be given to applicants with exceptional relevant experience and/or skills.
