Overview
This role is hosted by East Lindsey PCN and supports organisational development of the Lincolnshire Primary Care Network Alliance. The Organisational Development - OD Manager will help facilitate and develop the organisational leadership, structure, and governance as the LPCNA becomes a legal entity from December 2025. The post holder will support the senior leadership team to develop the Workforce & OD Strategy over the next 3 years, focusing on four key priorities: developing a capable and sustainable workforce; effective leadership and management; healthy organisational culture; valuing our workforce and partners; enabling transformation and OD. The successful candidate will have recent experience in primary care and a track record of implementing the NHS People Promise Programme at a system level.
Salary: NHS AFC Band 8A or equivalent £55,690 - £62,682 dependent on experience and previous NHS service.
Contract: 12 months fixed term from 1 January to 31 December 2026.
Hours: Up to 22.5 hours per week on a flexible pattern by mutual agreement.
Location: Remote/home working with regular travel to primary care providers/sites across Lincolnshire.

Responsibilities
* Supporting LPCNA Organisational Development: Assist the Head of Primary Care Workforce Transformation and LPCNA, Primary Care People Group and providers to access OD support and initiatives aligned with the NHS 10-year Plan.
* Administrative Support: Provide administrative support to projects, including timely communication, scheduling meetings, developing resources and preparing reports.
* Financial Administration: Manage delegated budget responsibility as required.
* Communication and Coordination: Facilitate communication between stakeholders at national, regional and Lincolnshire Primary Care level, including member practices and external organisations.
* Project Support: Assist with development and implementation of LPCNA OD projects, including the Lincolnshire Primary Care People Promise Trailblazers Programme.
* Quality and Governance: Maintain quality standards within primary care and contribute to policy development and quality standards.
* Data Management: Support collection, analysis and reporting of data related to workforce and OD.
* Stakeholder Engagement: Develop engagement methods with stakeholders; chair the PCPG Engagement Subgroup and support communities of practice.

* Follow General Data Protection Regulations and confidentiality guidelines when handling data.
* Adhere to the NHS Managers Code of Conduct and relevant professional codes of conduct.
* Uphold the values and behaviours of ELPCN and respect stakeholders.
* Complete the ELPCN induction programme and mandatory training as directed.
* Prioritise work and report to line manager and stakeholders in a timely, professional manner.
* Work within relevant policies and contribute to service improvements.
* Order stock and materials for meetings and events.
* Co-operate with new technology and new ways of working.
* Report incidents, accidents and complaints with appropriate documentation under supervision.
Qualifications and Experience
Essential
* Masters level or equivalent experience at a senior level in a relevant specialist area.
* Extensive knowledge and experience in OD and primary care settings; experience delivering NHS People Promise programme.
* Strong organisational and administrative skills; ability to manage multiple tasks and work collaboratively.
* Excellent communication and interpersonal skills; ability to engage diverse stakeholders.
* Proficiency in IT and data/reporting tools; ability to work independently and as part of a team.
* Willingness to travel across Lincolnshire (travel expenses reimbursed).
Desirable
* Advanced qualification in group or cultural development facilitation.
* Prince 2 Project Management.
